Tan An Bridge Project and the connecting road to National Highway 18 (Chi Linh City), the total estimated investment for this project is 600 billion VND.
Hai Duong Provincial People's Committee said the investment goal is to connect with the project to build a new route connecting the intersection of Provincial Road 390 to National Highway 18, the section passing through Nam Sach District, to gradually complete the inter-regional traffic axis, connecting National Highway 5 with National Highway 18 from Hai Duong City via Han Bridge, through Nam Sach District to Chi Linh City. Reduce the load on the current traffic system, especially National Highway 37. Gradually complete the regional traffic system according to the plan.
The project's funding comes from the Hai Duong provincial budget in the medium-term public investment plan for the 2021-2025 period. Of the total investment of 600 billion VND, the estimated cost of compensation, support and resettlement accounts for more than 90.1 billion VND, the construction cost accounts for nearly 431.5 billion VND and other costs. The project implementation period is in the 2023-2025 period.
The starting point of the project is at the intersection with National Highway 18 (equivalent to about km 33+365) in Chi Minh Ward (Chi Linh City); the end point is about km 3+485.47 in Nam Tan Commune (Nam Sach). The route length is about 3.5 km.
This project is a group B project invested by the Hai Duong Provincial Construction Investment Project Management Board.
The Economic and Budget Committee of the Hai Duong Provincial People's Council said that the Provincial People's Council's decision on the investment policy for this project was within its authority. The project has been determined to be in line with current planning and necessary for investment.
Kinh Mon River Overpass and the approach road connecting the interchange with National Highway 5 is a Group B project invested by the Hai Duong Provincial Construction Investment Project Management Board.
Hai Duong Provincial People's Committee said that the interchange connecting National Highway 17B with National Highway 5, Hanoi - Hai Phong railway and the route leading from Kinh Mon River overpass to Provincial Road 389B (Kinh Mon town) invested by Kinh Mon Town People's Committee is currently preparing for investment.
The investment in the construction of the Kinh Mon River overpass and the access road connecting the interchange with National Highway 5 is very necessary to synchronously connect the two projects and create a traffic axis connecting Kinh Mon town with Kim Thanh district and Hai Duong province with Quang Ninh province, Hai Phong city, contributing to reducing the load on routes with high traffic density (especially for National Highway 17B).
The investment scope is from the starting point connecting the interchange with National Highway 5 to the end point connecting the Kinh Mon River overpass road with Provincial Road 389B invested by Kinh Mon Town People's Committee. The total length of the route is about 1.55 km in Thuong Quan Commune, Kinh Mon Town (Hai Duong).
Regarding the investment content and scale, the Provincial People's Committee proposed to build a single-piece bridge over Kinh Mon River (left) with a width of 12 m. The approach road is designed according to the standards of a level III plain road with a roadbed width of 12 m. The design speed is 80 km/h, the road surface structure is high-class A1, asphalt concrete. The items to be built synchronously are intersections (crossroads), drainage, trees, lighting, signaling systems and traffic safety organization, and the restoration of related technical infrastructure.
The Provincial People's Committee estimates the total investment for the project at VND600 billion from the provincial budget in the medium-term public investment plan for the 2021-2025 period. The project will be implemented in Kinh Mon town and Kim Thanh district (Hai Duong) in the 2023-2025 period.
The Economic - Budget Committee of the Hai Duong Provincial People's Council assessed that the project belongs to the inter-regional traffic axis, contributing to expanding urban space, creating new momentum and new space for socio-economic development of localities in the province. The project also follows the direction of the Prime Minister at the working session with Hai Duong province, which is to "focus on developing the infrastructure system, especially synchronous and modern traffic infrastructure, connecting intra-regional and inter-regional to exploit potential more effectively, opening up new development space".
The new approach road to Cay bridge in Cam Giang and the 33m extended road (through Cam Giang district) connecting Vu Cong Dan street (Hai Duong city) were proposed by the People's Committee of Hai Duong province to invest nearly 469.5 billion VND to build.
According to the Provincial People's Committee, the investment in the project is necessary to complete the inter-regional traffic axis connecting Vu Cong Dan Street (Hai Duong City) to Ke Sat Town (Binh Giang), connecting with the Hanoi - Hai Phong expressway intersection at Provincial Road 392. At the same time, connecting with the main roads that have been built, solving traffic congestion and insecurity in the current Cay Bridge area.
The total project investment is nearly 469.5 billion VND from Hai Duong province's budget in the medium-term public investment plan for the 2021-2025 period.
The project investment scope includes 2 sections. The 33 m extended road section connecting Vu Cong Dan road (excluding 1.79 km through Dai An industrial park) has its starting point connecting to the project to renovate and expand Vu Cong Dan road connecting Hai Duong city with Cam Giang and Binh Giang districts invested by Hai Duong city; the end point connects to the 33 m road through the expanded Dai An industrial park. The road section leading to the new Cay bridge has its starting point intersecting with provincial road 394 at km 6+700 in Cam Dong commune (Cam Giang), the end point connecting to the head of the new Cay bridge (Sat river overpass).
The scope of site clearance includes the land area to be recovered for the construction of the new Cay bridge approach road and the 33m extended road connecting Vu Cong Dan road (excluding the 1.79 km through Dai An industrial park) and the scope of site clearance to implement the investment project to build the new Cay bridge on the bypass of provincial road 394, Hai Duong province.
The Economic - Budget Committee of the Hai Duong Provincial People's Council said that the list of project documents submitted by the Provincial People's Committee basically complies with the provisions of the Law on Public Investment. The appraisal report has determined the necessity of project investment and has received comments from relevant departments and branches./.
