Hai Duong province approves plan to build 3 bridges and bridge access roads.

The Tan An Bridge and access road project connecting to National Highway 18 (Chi Linh City) has an estimated total investment of 600 billion VND.

The People's Committee of Hai Duong province stated that the investment aims to connect with the new road construction project linking the intersection of Provincial Road 390 to National Highway 18, the section passing through Nam Sach district, in order to gradually complete the inter-regional transportation axis connecting National Highway 5 with National Highway 18 from Hai Duong City via Han Bridge, through Nam Sach district to Chi Linh City. This will alleviate congestion on the current transportation system, especially on National Highway 37, and gradually complete the regional transportation system according to the plan.

The project's funding comes from the Hai Duong provincial budget within the medium-term public investment plan for the period 2021-2025. Of the total investment of 600 billion VND, the estimated cost for compensation, support, and resettlement is over 90.1 billion VND, construction costs account for nearly 431.5 billion VND, and other expenses are also included. The project is scheduled for implementation between 2023 and 2025.

The project's starting point intersects with National Highway 18 (approximately at km 33+365) in Chi Minh Ward (Chi Linh City); the end point is approximately at km 3+485.47 in Nam Tan Commune (Nam Sach District). The total length of the route is approximately 3.5 km.

This project is a Group B project, with the Hai Duong Provincial Investment and Construction Project Management Board as the investor.

The Economic and Budget Committee of the Hai Duong Provincial People's Council stated that the Provincial People's Council's decision on the investment policy for this project was within its authority. The project has been determined to be consistent with current planning and necessary for investment.

The Kinh Mon River overpass and the connecting road between the elevated interchange and National Highway 5 is a Group B project, with the Hai Duong Provincial Investment and Construction Project Management Board as the investor.

The People's Committee of Hai Duong province announced that the interchange connecting National Highway 17B with National Highway 5, the Hanoi -Hai Phong railway, and the access road to the Kinh Mon River bridge leading to Provincial Road 389B (Kinh Mon town), which is being prepared for investment by the People's Committee of Kinh Mon town, is currently under preparation.

Investing in the construction of the Kinh Mon River overpass and the connecting road linking the elevated interchange with National Highway 5 is essential to synchronously connect the two projects and create a transportation axis connecting Kinh Mon town with Kim Thanh district and Hai Duong province with Quang Ninh province and Hai Phong city, contributing to reducing congestion on high-traffic routes (especially National Highway 17B).

The investment scope extends from the starting point connecting the elevated interchange with National Highway 5 to the end point connecting the road over the Kinh Mon River bridge with Provincial Road 389B, invested by the People's Committee of Kinh Mon town. The total length of the route is approximately 1.55 km, located in Thuong Quan commune, Kinh Mon town (Hai Duong province).

Regarding the content and scale of investment, the Provincial People's Committee proposes the construction of a single bridge section over the Kinh Mon River (on the left) with a width of 12 m. The approach road will be designed according to the standards of a Class III road in a flat area with a roadbed width of 12 m. The design speed is 80 km/h, with a high-grade A1 asphalt concrete pavement. The following items will be constructed simultaneously: interchange (interchange), drainage, landscaping, lighting, traffic signaling system, traffic safety organization, and restoration of related technical infrastructure.

The Provincial People's Committee anticipates a total investment of 600 billion VND for the project from the provincial budget within the medium-term public investment plan for the period 2021-2025. The project will be implemented in Kinh Mon town and Kim Thanh district (Hai Duong province) during the period 2023-2025.

The Economic and Budget Committee of the Hai Duong Provincial People's Council assessed that the project is part of a regional transportation axis, contributing to expanding urban space and creating new impetus and opportunities for socio-economic development in localities within the province. The project also aligns with the Prime Minister's directive during his working session with Hai Duong province, which is to "focus on developing a comprehensive and modern infrastructure system, especially transportation infrastructure, connecting within and between regions to more effectively exploit potential and open up new development opportunities."

The Hai Duong Provincial People's Committee has proposed an investment of nearly 469.5 billion VND for the construction of the new Cay Bridge access road in Cam Giang and the 33-meter extension road (through Cam Giang district) connecting to Vu Cong Dan road (Hai Duong City).

According to the Provincial People's Committee, investing in the project is necessary to complete the inter-regional transportation axis connecting Vu Cong Dan Street (Hai Duong City) to Ke Sat town (Binh Giang), connecting with the Hanoi - Hai Phong expressway interchange at Provincial Road 392. It will also connect with existing main arterial roads, resolving traffic congestion and safety issues in the Cau Cay area.

The total investment for the project is nearly 469.5 billion VND from the Hai Duong provincial budget within the medium-term public investment plan for the period 2021-2025.

The project's investment scope comprises two sections. The 33-meter-wide extended section connecting Vu Cong Dan road (excluding the 1.79 km section through Dai An Industrial Park) has its starting point connected to the Vu Cong Dan road renovation and expansion project, linking Hai Duong City with Cam Giang and Binh Giang districts, which is being invested in by Hai Duong City; its end point connects to the 33-meter-wide road through the expanded Dai An Industrial Park. The access road to the new Cay Bridge has its starting point intersecting with Provincial Road 394 at km 6+700 in Cam Dong commune (Cam Giang district), and its end point connecting to the beginning of the new Cay Bridge (the bridge over the Sat River).

The land clearance scope includes the land area to be acquired for the construction of the new Cậy Bridge access road and the 33m extension connecting Vũ Công Đán road (excluding the 1.79 km through Đại An industrial park) and the land clearance scope for the investment project to build the new Cậy Bridge on the bypass route of provincial road 394, Hải Dương province.

The Economic and Budget Committee of the Hai Duong Provincial People's Council stated that the list of project documents submitted by the Provincial People's Committee basically complies with the regulations of the Law on Public Investment. The appraisal report has determined the necessity of investing in the project and has incorporated the opinions of relevant departments and agencies.
