
Specifically, in January 2025, the total domestic budget revenue of Hai Duong province, managed by the tax department, reached over 4,372 billion VND, equivalent to nearly 18.5% of the legally mandated annual budget estimate and an 18.5% increase compared to January 2024. However, this increase is quite low compared to the 53% increase in January 2024 compared to January 2023.
The task of collecting domestic taxes this year is quite challenging. According to the detailed GRDP growth scenario, Hai Duong aims to collect 31,900 billion VND in state budget revenue in 2025, an increase of approximately 4% compared to 2024 (according to data published by the Provincial Statistics Department, the total state budget revenue of the province in 2024 reached 30,774 billion VND). Of this, domestic budget revenue is projected at 28,000 billion VND, an increase of 7.5% compared to 2024, exceeding the domestic revenue forecast for the whole year of 2025 by 18.2%.

Specifically, in the first quarter of 2025, Hai Duong aims to collect 9,375 billion VND in state budget revenue, including 8,400 billion VND from domestic sources, an increase of 30.2% compared to the same period in 2024.
In the second and third quarters of 2025, the province aims to collect 7,135 billion VND in state budget revenue per quarter, including 6,160 billion VND from domestic sources, representing increases of 1.6% and 6% respectively compared to the same period last year.
In the fourth quarter of 2025, the province aims to collect 8,255 billion VND in state budget revenue, including 7,280 billion VND from domestic sources, equivalent to the same period in 2024.
The detailed GRDP growth scenario also outlines the main solutions and tasks of each department, sector, and locality to achieve the aforementioned budget revenue target. Specifically, the Provincial Tax Department will fully and promptly implement policies on tax exemptions, reductions, and extensions, as well as land lease payments, to support people and businesses. It will also promote the electronic management of tax administration and tax refunds in accordance with regulations; combat tax evasion and aggressively recover outstanding tax debts; ensure accurate, complete, and timely collection of revenue, and maximize the exploitation of remaining revenue sources.
