Hai Hau builds communes and towns that meet legal access standards

Implementing Decision No. 25/2021/QD-TTg dated July 22, 2021 of the Prime Minister and closely following the direction of the People's Committee of Hai Hau district guiding the regulations on building communes and towns that meet TCPL standards, every year the District Justice Department has advised the District People's Committee to develop a plan to guide and direct communes and towns in the area to implement the regulations on building communes and towns that meet TCPL standards; Strengthening propaganda and dissemination of legal knowledge in accordance with the characteristics of the locality and unit; Coordinating with all levels, branches, communes, towns, agencies and units to build legal bookcases, perfecting the team of mediators, etc.

Every year, the District Justice Department has developed a plan for propaganda, legal dissemination, compiled and provided many new legal documents, resolutions, and policies posted on the electronic information portal, the district radio station, and the People's Committees of communes and towns. Many coordinated propaganda programs through conferences, seminars, and mobile campaigns are organized in communes, towns, villages, hamlets, and residential areas according to people's needs. In particular, the propaganda content mainly focuses on disseminating legal documents on crime prevention and control, social evils, security and order, traffic safety, land, complaints, denunciations, marriage and family, care and protection of mothers and children, prevention and control of harmful effects of alcohol, beer, gender equality, prevention and control of domestic violence, implementation of administrative procedure reform; legal contents on the prohibition of illegal use of fireworks, weapons, explosives, support tools, etc.

Along with propaganda work, the District Justice Department strengthens the inspection and review of legal documents in the fields of state budget, judiciary, appraisal of draft resolutions on socio -economic development tasks of the district, appraisal of administrative violation cases in the area under the authority of the district; performs well the judicial tasks, protects the legitimate rights and interests of the people. In addition, the District Justice Department does a good job of coordinating with the District New Rural Coordination Office to appraise and contribute opinions to the records of recognition of communes and towns that meet advanced and model new rural standards. Periodically organizes conferences on judicial work, guides on scoring and evaluating TCPL in conjunction with the implementation of socio-economic development tasks; Coordinate with the Provincial State Legal Aid Center, the District State Legal Aid Center branch and the Veterans Association, Women's Union, and Farmers' Association to organize seminars, seminars, and propaganda seminars for hundreds of members, officials, and people in communes and towns.

To promote the construction of communes meeting TCPL standards, in 2024, the District Justice Department advised the District People's Committee to issue a plan to implement the Project "Improving the capacity of grassroots mediators for the period 2024-2030"; coordinate with the District Fatherland Front Committee to guide localities to complete mediation teams and organize mediation right at the grassroots level. In 2024, the district completed 390 mediation teams with more than 2,200 mediators, each mediation team has 3-5 members. In 2024, the mediation teams conducted 55 mediation cases, mainly in the fields of land, civil affairs, marriage and family..., of which 37 cases were successfully mediated, reaching 67.3%. In addition, to improve the level of understanding and promptly meet the people's need to learn about the law, 100% of communes and towns coordinate with organizations to build legal bookcases with over 100 books/case.

In communes and towns, mass organizations have proactively developed plans for propaganda and legal dissemination in accordance with their functions, tasks and the needs of union members through many forms such as: mobile propaganda in densely populated areas, integrated into village meetings, in dialogue activities, public reception and regular activities of the union. District Women's Unions at all levels propagate the law through summary conferences, seminars, competitions, and "Women with the Law" club activities. The main propaganda content is legal documents on marriage, family, and child protection. The district Youth Union coordinates with the district's propaganda team to develop content for propaganda of legal documents on citizens' rights and obligations, military service, employment, and social insurance; The Youth Union of schools built a model of "Safe school gate", propagating the Law on Order, road traffic safety, cultural behavior when participating in traffic... Responding to Vietnam Law Day (November 9) every year, 100% of units organize propaganda activities, popularize the law such as: hanging banners along roads, cultural houses, running LED letters on the entrance gates of agencies and units; distributing leaflets, small books and propagating on the loudspeaker system, information portals of communes and towns...

With the active participation of the entire political system, the work of building communes and towns meeting TCPL standards in Hai Hau district has been deployed and implemented effectively. By January 2025 (apart from 5 communes and towns that did not conduct TCPL standard assessment due to the recent implementation of the merger project), the whole district had 19/19 communes and towns (reaching 100%) with a total score of 80 points or more for all criteria; the total score of each criterion reached 50% of the maximum score or more and in the assessment year, there were no cadres or civil servants who were heads of the Party Committees and authorities of communes and towns who violated the law in the performance of their official duties. To continue improving the effectiveness of building communes that meet TCPL standards, in the coming time, Hai Hau district will continue to promote propaganda and dissemination of the law, reduce the number of cases and violations of the law in the district, control social evils, prevent the emergence of petitions and letters to higher levels, and mass complaints, contributing to ensuring political security and social order and safety in the area.
