General situation after province and city merger
With many routes having the same name, it not only causes confusion in urban management but also affects the operations of agencies, businesses and transportation services. Transactions, information declarations, or simply booking technology cars are also easily confused.
Both the digital map system and the postal service have difficulty determining the exact address. This causes many inconveniences for both the people and the management agencies.
If the street names are kept as they are now, the biggest advantage is that they will not disrupt people's lives. Administrative procedures, real estate documents, business documents... do not need to be changed, helping to save costs and time.
However, the downside is the confusion in management and location determination. The duplicate name will cause more complicated problems in the future, especially when Da Nang is aiming to become a smart city.
Mr. Tran Van Hieu, a resident of Hung Vuong Street (old Da Nang City) said that the new Da Nang City has many similar street names. If the names are changed, the duplication problem will be resolved, creating consistency and making urban management easier.

Sharing the same opinion, Mr. Le Van Giao, a resident of Hiep Duc commune, expressed that this is also an opportunity for the city to name new roads with more meaning, or to name famous people and historical events that are still missing...
Meanwhile, Ms. Pham Thi Nguyet, (resident of Hoi An ward) said that changing the street name will come with many difficulties. People will have to face a series of administrative procedures such as changing red books, citizen identification cards, business licenses...
According to the Department of Culture, Sports and Tourism, after the merger of Da Nang and Quang Nam , the appearance of many roads with the same name is an objective reality.
Especially in areas such as the old Da Nang city center, the old Tam Ky city and the old Hoi An city, where there are streets named after famous people and familiar places nationwide. Not only that, this situation also occurs in smaller wards and towns such as Dai Loc, Hiep Duc, Duy Xuyen, Dien Ban, Thang Binh, old Nui Thanh...
Meanwhile, Decree No. 91/2005/ND-CP dated July 11, 2005 of the Government on promulgating the Regulation on naming and renaming roads, streets and public works stipulates: “Do not change the names of roads, streets and public works that have familiar names, are closely associated with the history and culture of the nation and locality and have been deeply ingrained in the subconscious and feelings of the people through many generations...
What is the solution to harmony?
Faced with these challenges, Da Nang needs an optimal, harmonious solution.

On the one hand, numbering or distinguishing areas, this solution helps people not to have to change street names but still ensures clear distinction.
On the other hand, there should be a roadmap for renaming in stages. For example, instead of renaming all at once, the city can plan to rename each area or each specific route, combining propaganda and supporting people during the procedure.
In addition, it is necessary to get wide public opinion and it is important to listen to the opinions of the community. A survey or direct consultation will help the city make appropriate decisions and gain higher consensus.
Keeping or changing a street name is not just a simple administrative decision but also a matter of culture, history and development of a city.

Whatever the choice, the core is to ensure convenience and stability for people's lives; at the same time, create an effective urban management system, aiming for the sustainable development future of Da Nang.
Experts and urban management agencies believe that it is not necessary to change street names if it does not affect the same ward or commune, which will disrupt people's lives (having to change a series of documents, records, addresses...).
Instead, you can keep the name but add the ward or commune location to the address, such as: "Hung Vuong Street, Hoi An Ward, Tam Ky Ward, Hai Chau Ward, Da Nang City".
Keeping the street names but adding ward and commune addresses for easy distinction is the most suitable solution for the characteristics of the new urban area after the merger. In addition, synchronizing administrative data and maps is a practical direction, ensuring stability and efficiency in management, thereby reducing inconvenience for people.
Therefore, the authorities need to review, adjust and build a scientific and synchronous street name system that both honors historical and cultural values and ensures effectiveness and clarity in practice.
