Hai Phong bans many activities in river mouths, coastal areas, and offshore

In the face of the complicated developments of storm No. 11, on the afternoon of October 4, the Hai Phong City Civil Defense Command issued Notice No. 634/TB-BCH prohibiting certain activities in estuary and coastal areas to ensure the safety of people, vehicles and property.

On the same day, Permanent Vice Chairman of the City People's Committee Tran Van Quan signed Document No. 558/UBND-NN, urgently directing departments, branches and localities to focus on synchronously implementing measures to respond to the storm.

Notice 634 requires that from 5 p.m. on October 4, all tourist vessels, fishing boats and ships are prohibited from going to sea; all tourism and entertainment activities in sea and island areas are suspended; and all exploitation, aquaculture, fishing and other activities in estuaries, coastal and offshore areas are suspended. Coastal localities must complete the calling and guiding of boats and workers on rafts and watchtowers to move to safe shelters before 7 p.m. the same day.

The City Border Guard Command is assigned to direct the coastal and island stations to fire flares to call ships to shore, prepare rescue plans, use ship CN-09 and other means when required. Hai Phong Newspaper, Hai Phong Radio and Television and news agencies must regularly update and provide timely information so that people know and proactively take precautions.

Along with that, Document No. 558/UBND-NN of Vice Chairman of the City People's Committee Tran Van Quan requested departments, branches and localities to strengthen monitoring, grasp the situation, maintain 24/7 duty to promptly direct and handle all situations.

The Department of Agriculture and Environment, the standing agency of the Civil Defense Command, shall preside over and closely coordinate with the Border Guard Command, the City Police, the Department of Industry and Trade, the Department of Construction and localities to organize inspections and reviews of the entire system of dykes, dams, pumping stations and key works. In particular, it is necessary to arrange guards, prepare materials and means, promptly handle incidents, and ensure absolute safety for sea dykes, river dykes and residential areas along rivers and coasts.

The Department of Construction coordinates with the Maritime Port Authority and relevant units to strictly control the operation of water vehicles, proactively suspend ferries and ferries when the wind is strong and the waves are high; and direct transport enterprises to deploy plans to ensure the safety of passengers and vehicles. The Department of Industry and Trade is assigned to monitor the supply of electricity, gasoline, food, and foodstuffs, to avoid shortages of essential goods when the storm hits. Hai Phong Drainage Company Limited and inner-city wards must proactively clear sewers, check the drainage system, and arrange forces on duty to handle flooding when there is heavy rain.

Mr. Tran Van Quan requested the People's Committees of communes, wards and special zones to mobilize all shock forces to prevent natural disasters, inspect and guide people to reinforce houses, boats, rafts; organize the evacuation of people from dangerous areas, especially low-lying areas, riverside, coastal areas, and areas at risk of landslides. The police, army and militia forces are required to be ready with forces and means to rescue, rescue and support people when requested.
