Hai Phong: Towards a breakthrough in marine science and technology development

Experts, scientists, and managers participated in the workshop — Experts, scientists , and managers participated in the workshop "Science and technology of Hai Phong city's marine industry: Strategic vision - Breakthrough proposals" within the framework of Techfest Hai Phong 2025.

At the workshop, managers, experts, and scientists presented and discussed a number of key issues on achievements, limitations, and experiences in scientific research and application activities, and technology transfer in the marine fields of a number of countries and localities, and lessons learned for Hai Phong; the current situation and requirements for developing the potential of marine science and technology in Hai Phong city; mechanisms, policies, and international cooperation in developing marine science and technology in the city; linking marine science and technology with sustainable development, blue ocean economy , and national security and defense.

Solutions to turn Hai Phong into a key center for marine science and technology development in the country were proposed at the Workshop, including: Institutional breakthroughs to create a superior legal corridor for marine science and technology (including research and proposals to the Government to allow piloting mechanisms in Hai Phong for new technologies in the marine economy such as: offshore renewable energy, autonomous vehicles at sea); focusing on investing in developing synchronous and modern marine science and technology infrastructure (focusing on planning and investing in modern laboratories for new generation shipbuilding technology, logistics, and smart seaports).

Along with that, it is necessary to focus on developing high-quality marine human resources; forming an innovation ecosystem; developing an ecosystem for training, research, and marine innovation; extensive international cooperation in training and transfer; creating an ecosystem for innovation and marine technology startups; promoting international cooperation, making Hai Phong a destination for marine science and technology in the region...

According to Deputy Director of the Department of Science and Technology of Hai Phong Pham Thi Sen Quynh, the above opinions, recommendations and proposals are an important basis for building the Program for developing marine science and technology in Hai Phong city for the period 2026-2030, aiming for Hai Phong to become a coastal city strong in science, stable in technology, pioneering in innovation; helping specialized agencies advise the city's leaders on strategic orientations, solutions and breakthrough proposals to develop the city's marine science and technology, towards developing a green, sustainable marine economy, based on knowledge, technology and innovation.
