The Standing Committee of the National Assembly has just issued a resolution on the rearrangement of district and commune-level administrative units in Hai Phong City for the period 2023-2025. This includes adjusting the entire natural area and population size of three communes – Dai Ban, An Hong, and An Hung – in An Duong district to be merged into Hong Bang district.

Following the reorganization, the city established three wards: An Hong, An Hung, and Dai Ban, based on the entire natural area and population of the three communes of An Hong, An Hung, and Dai Ban. The entire natural area and population of Ha Ly ward and Trai Chuoi ward were merged into Thuong Ly ward.
After the adjustments, Hong Bang district will have 10 wards, including: An Hong, An Hung, Dai Ban, Hoang Van Thu, Hung Vuong, Minh Khai, Phan Boi Chau, Quan Toan, So Dau and Thuong Ly.
The resolution takes effect from January 1, 2025.

From the perspective of Hai Phong's urban spatial development orientation, adjusting the boundaries to expand Hong Bang district is consistent with the city's overall urban development orientation. According to Resolution No. 45-NQ/TW dated January 24, 2019, of the Politburo on building and developing Hai Phong City until 2030, with a vision to 2045, "researching and expanding urban space" is identified as one of the key priorities.
This adjustment will help expand the district's development space, reduce pressure on infrastructure and population density in the existing inner city area; create a foundation for developing Hong Bang into a green, civilized, and modern commercial and service urban area; maintain the district's leading position and role in the socio -economic development of the city; and contribute to building Hai Phong into a modern industrial city and a key maritime economic hub of the country.
