The South Korean National Assembly recently passed a revised law that officially removes textbooks that use artificial intelligence (AI) from the official teaching materials system. This decision deals a heavy blow to the education reform strategy that was promoted by the administration of former President Yoon Suk Yeol.
Under the new law, textbooks are defined as including only printed books and e-books, not learning software that uses smart technology. This means that AI textbooks, which were piloted in English, math and computer science classes from the beginning of 2025, are now considered only supporting materials.
As a result, schools will no longer receive financial support for the use of AI textbooks, causing the adoption rate, which is only about 30%, to decline further. Meanwhile, many publishing companies, which have invested hundreds of billions of won in product development, are facing bankruptcy, mass layoffs, and financial crises.
Experts and teachers have expressed concern that the constant change in education policy will cause damage to both the financial and quality of education. Many publishers are calling on the government to review the policy to protect invested resources and avoid disruption to the education system.
