Specifically, in Quang Dien district (Thua Thien - Hue province), 8 low-lying schools allowed 2,576 students to stay home on October 31; Phu Loc district (Thua Thien - Hue) had 3 schools with more than 1,700 students staying home.

On the same day, two low-lying communes of Phu Vang district (Thua Thien - Hue), Phu Luong and Phu Ho, also had 6 schools from kindergarten to junior high school, with more than 1,000 students, had to temporarily suspend teaching to prevent the danger of flooding.

Previously, from October 27 to 30, in Thua Thien - Hue, there was heavy rain due to the influence of storm No. 6, cold air, and low-lying circulation. Heavy rain caused level 2 flood on Huong River and Bo River, along with flooding affecting the travel, daily life, and education of people and students in many low-lying communes of Phu Loc, Phu Vang, and Quang Dien districts...

By noon on October 31, the water level on the Huong River and the Bo River had receded below alert level 2. However, according to forecasts from authorities, the situation of heavy rain and flooding in Thua Thien - Hue province will continue to be complicated in the first days of November.

On the afternoon of October 31, the Department of Education and Training of Quang Tri province said that thousands of students in low-lying areas of the province were still unable to go to school due to floods. Specifically, in Trieu Phong district, 1,040 students from a number of kindergartens: Trieu Giang, Trieu Thuong, Trieu Trung, Trieu Son, Trieu Tai, Trieu Phuoc, Trieu Dai, Trieu Do, Trieu Hoa, Trieu Long and Trieu Son Primary and Secondary School were absent from school.

Currently, local shock forces are working with teachers at schools to clean up the mud as soon as the flood recedes; clean classrooms, school supplies and rearrange desks and chairs to welcome students back to school soon after many days off to avoid the flood.

In Hai Lang district, 16 out of 39 kindergartens, primary schools and secondary schools have allowed 5,216 students to stay home to avoid the flood. In Tieu Lai and Quang Xa villages (Vinh Lam commune, Vinh Linh district), the flood has not yet receded and Vinh Lam Kindergarten has not been disinfected after the flood to prevent disease, so 100 students of this school are still absent from school.

In Quang Binh, according to the Department of Education and Training of this province, as of late afternoon on October 30, there are currently more than 85,300 students absent from school because their classrooms are still deeply submerged in floodwaters. Of these, 27,300 high school students are absent from school due to the flood; 58,000 middle school, primary school and preschool students are absent.

As of noon on October 31, floodwaters in Le Thuy and Quang Ninh districts (Quang Binh) had almost completely receded, the weather was sunny, and cars could now travel on National Highway 1A and National Highway 9C. However, some inter-commune roads in these two localities and houses were still flooded by about half a meter.

According to the forecast of the General Department of Hydrometeorology (Ministry of Natural Resources and Environment), in the period from November 3 to 10, the Central region may be affected by some bad weather patterns causing heavy rain, including: Low vortex in the south and middle of the East Sea; strong cold air waves are often strengthened and strong easterly winds operate at altitudes from 1,500 to 5,000 meters.

Warning of the risk of widespread heavy rains, especially heavy rains, causing floods above alert level 3, widespread inundation, flash floods, and landslides in mountainous areas.

After November 10, heavy rain in the Central region will continue to have complicated developments with the possibility of 2-3 heavy rains, in which, in the first half of November 2024, it will be concentrated in the provinces from Ha Tinh to Quang Ngai and in the beginning of December 2024, it will be concentrated in the provinces from Quang Binh to Phu Yen.
