Provincial People's Council reviews and gives comments on Draft Resolutions on budget and finance

At the review session, the leaders of the Department of Finance presented the Report on the socio-economic development situation in the first 6 months of the year and tasks for the last 6 months of 2025; report on public investment progress in the first 6 months of the year, directions and tasks for the last 6 months of 2025 and report on the implementation of the state budget estimate in the first 6 months of the year, directions and tasks for the last 6 months of 2025.

According to the audit report of the Economic - Budget Committee of the Provincial People's Council on the socio-economic development situation, in the first 6 months of 2025, both Long An and Tay Ninh provinces (old) with the efforts of the entire political system and the People, the socio-economic situation continued to have many positive and comprehensive changes in most areas; many key indicators achieved progress and were able to complete and exceed the annual plan.

The economy of the two provinces maintained a fairly good growth momentum; according to the report of the General Statistics Office ( Ministry of Finance ), the economic growth rate (GRDP) in the first 6 months of 2025 of Tay Ninh province only reached 9.63%, leading the provinces/cities in the Southern region, of which: region I (agriculture - forestry - fishery) increased by 4.55%, region II (industry - construction) increased by 12.67%, region III (trade - services): 8.25%, Product tax minus product subsidies 6.86%; industrial production index (IIP) increased by double digits; production and business activities recovered clearly. Investment promotion and attraction activities were strengthened. State budget collection was directed resolutely, achieving positive results. Cultural and social fields received attention; the material and spiritual life of the people continued to improve. Tourism, digital transformation, administrative reform, and digital government building have achieved remarkable results. Social security policies have been fully and promptly implemented; national defense and security have been maintained; social order and safety have been basically guaranteed. Long An and Tay Ninh have coordinated well, completed early and with high quality the project on rearranging administrative units at commune and provincial levels, which has been highly appreciated by the Central Government.

However, in addition to the achieved results, there are still some limitations in the coordination of work settlement of units; the review and handling of slow-to-implement extra-budgetary projects; state management of environmental protection in the province still has some shortcomings and limitations; the settlement of administrative procedures has positive changes, but is not yet synchronous, in a number of sectors, fields, and localities; there are still administrative procedure records that have not been settled on time;...

Through the review and the members of the Economic - Budget Committee of the Provincial People's Council, it is recommended that the Provincial People's Committee in the last 6 months of 2025 continue to actively implement the tasks and solutions for socio-economic development assigned by the Provincial Party Committee and the Provincial People's Council after the merger, strive to complete and exceed the targets and tasks set for 2025 to contribute to the completion and achievement of the highest results of the goals and targets of the 5-year Plan for the period 2021 - 2025.

In particular, focusing on promoting the role of management to remove difficulties and obstacles, effectively support businesses, investors, investment projects, promote production and business, create new momentum to promote growth. Develop the private economy, so that the private economic sector truly becomes the driving force for economic growth. Strengthen disease prevention; strictly control food hygiene and safety; promote socialization, diversify types of health care for the people. Strengthen national defense, security, social order and safety, maintain political stability, especially in border areas; continue to resolutely and effectively implement measures to prevent and combat crime. Continue to focus on directing resolutely and synchronously the operation of the two-level local government apparatus smoothly, ensuring efficiency, effectiveness and efficiency. Strengthen measures to guide and support people and businesses in handling administrative procedures; promptly resolve difficulties and problems arising in the process of receiving and resolving administrative procedures.

At the review session, the Economic - Budget Committee of the Provincial People's Council also reviewed the draft Resolution on adjusting the medium-term public investment capital plan for 2021-2025 and 2025 in Tay Ninh province; Draft Resolution on adjusting the state budget revenue and expenditure estimates of Tay Ninh province (after consolidation) in 2025; Draft Resolution on adjusting the borrowing and debt repayment plan for 2025 of Tay Ninh province (after consolidation) and Resolution promulgating regulations on decentralization of revenue sources, expenditure tasks and percentage (%) of revenue sharing among budget levels of Tay Ninh province in 2025.

After reviewing the Submissions, Draft Resolutions and explanations from departments, branches and sectors clarifying a number of issues raised at the review session, the Economic - Budget Committee of the Provincial People's Council basically agreed with the Submissions and the contents of the Draft Resolutions submitted.

Concluding the review session, Head of the Economic - Budget Committee of the Provincial People's Council Nguyen Hoang Nam requested the Provincial People's Committee to direct the drafting agencies to absorb the opinions and contributions of the delegates at the meeting to complete the contents of the Draft Resolution to be submitted to the upcoming 2nd Session of the Provincial People's Council.
