Hiep Duc cares for people's housing

To improve and enhance people's lives, in recent years, Hiep Duc district has focused on mobilizing many resources to support the elimination of temporary and dilapidated houses for poor households, policy families, and ethnic minority households.

Join hands to eliminate temporary housing

After more than 2 years of implementation, in August 2024, Hiep Duc district completed supporting and building Great Solidarity houses for 100 poor households from funding from Binh Son Refining and Petrochemical Joint Stock Company (5 billion VND).

According to Mr. Huynh Huu Cuong - Chairman of the Vietnam Fatherland Front Committee of Hiep Duc district, in addition to the support of 50 million VND/house from Binh Son Refining and Petrochemical Joint Stock Company, the district has mobilized additional funds from the Habitat Project of 1 billion VND and more than 7 billion VND from clans, families and communities to build houses for 100 households.

Recently, Mr. Ho Van Nam's family (residing in Gia Cao village, Phuoc Gia commune) happily moved into a new house. The house was solidly built with a total cost of 120 million VND, supported by the Party Committee, government and people of Cam My district, Dong Nai province (80 million VND) and counterpart funds from family and relatives.

Mr. Nam's family is a poor ethnic minority household. Due to difficult circumstances and unstable jobs, the family has had to live in a dilapidated house for many years.

Recently, right before the event to celebrate the 50th anniversary of the Liberation of the South and National Reunification (April 30), 15 households in Phuoc Gia, Phuoc Tra and Thang Phuoc communes were delighted to receive gifts of support to build Great Solidarity houses from organizations and businesses.

Specifically, Happy Roof Fund, An An Hoa Group Joint Stock Company and Geleximco Group donated 900 million VND to support the construction of 15 houses (60 million VND/house) for 15 policy households and poor households.

Attending the program to provide financial support for housing construction for households, Chairman of the Provincial People's Committee Le Van Dung expressed his gratitude for the deep affection and affection of organizations and enterprises for their attention, support and gratitude to the people in the revolutionary base area. Mr. Dung requested the leaders of Hiep Duc district to immediately direct the implementation of housing construction support for beneficiary households before June 30, 2025.

Mr. Nguyen Van Nam - Chairman of Hiep Duc District People's Committee said that the support from the Happy Home Fund and businesses is a very meaningful gift, contributing to Hiep Duc district to help people have a stable and sustainable place to live. At the same time, he committed to the provincial leaders and sponsors to direct localities to support people for the right purpose.

The Steering Committee for Eliminating Temporary and Dilapidated Houses in Hiep Duc District said that the total number of houses under the temporary house elimination program in the district approved in 2024 and 2025 is 93 (63 new houses, 30 houses repaired). By April 2025, the district had completed 26 houses, and 67 houses must be completed in 2025.

Of the 67 houses in 2025, 30 are in accordance with Decision No. 21 dated November 22, 2024 of the Prime Minister on supporting the construction of new houses or renovating and repairing houses for people with revolutionary contributions and relatives of martyrs; 37 houses are in accordance with Resolution No. 07 dated March 12, 2025 of the Provincial People's Council (20 poor households and 17 near-poor households). Up to now, the district has mobilized cadres, civil servants, workers and people to support the Temporary House Elimination Fund with an amount of 553.3 million VND.

Efforts to achieve goals

The work of eliminating temporary houses for poor and near-poor households and policy families according to Resolution No. 13 of the Provincial People's Council and related decisions and resolutions has been focused on and implemented by Hiep Duc district and other localities, achieving many results.

For example, in the mountainous commune of Phuoc Gia, in 2024, 26 temporary and leaky houses were completed. Mr. Vo Van Phuong - Party Secretary, Chairman of the People's Council of Phuoc Gia commune said that in 2025, the commune had 7 cases of temporary house removal, including 6 newly built houses and 1 repaired house. To date, 2 houses have been completed; the remaining 5 houses have started construction, and families have signed a commitment to complete before June 15, 2025.

Phuoc Gia is a mountainous commune of Hiep Duc district, ethnic minorities account for more than 90% of the population, and socio-economic conditions are still difficult. The completion and handover of houses to households that meet the "3 hard" standards (hard foundation, hard frame, hard roof) under the temporary housing elimination program is an effort of the entire political system, from leadership, direction to organization and implementation.

“The temporary housing elimination program has the cooperation of the Vietnam Fatherland Front, socio-political organizations and the community. The new houses have practical significance, helping households to settle down and gain more motivation to improve their lives,” said Mr. Phuong.

Hiep Duc is a mountainous district of the province, people's lives are still difficult, the poverty rate is 5.1%. Especially, in the highland communes, the poverty rate is still high, in some localities it is nearly 20%. In particular, housing difficulties are an obstacle to people's lives...

Mr. Nguyen Van Nam said that, in the face of that situation, over the past years, especially from 2022 to 2024, the district has mobilized many resources, including support from philanthropists, businesses, and socialization to focus on eliminating temporary houses, helping people settle down and stabilize their lives. In more than 2 years, the district has eliminated more than 150 temporary houses.

Hiep Duc voters highly agree on administrative unit arrangement

Through the results of the opinion collection, Hiep Duc voters expressed high consensus on the arrangement of provincial and commune-level administrative units. Accordingly, regarding the arrangement of provincial-level administrative units, 96.16% of voters agreed; regarding the arrangement of commune-level administrative units, 95.73% of voters agreed. Regarding the names of commune-level administrative units after the arrangement, for the option of taking the name "Hiep Duc", 96.20% of voters agreed, for the option of taking the name "Viet An", 90.26% of voters agreed, for the option of taking the name "Phuoc Tra", 100% of voters agreed. It is known that after the arrangement, Hiep Duc district reduced from 10 commune-level administrative units to 3 units including: Hiep Duc commune on the basis of merging the entire Que Tan commune, Tan Binh town and Que Luu commune; Viet An commune on the basis of merging Thang Phuoc commune, Binh Son commune, Que Tho commune and Binh Lam commune; Phuoc Tra commune on the basis of merging Phuoc Tra commune, Song Tra commune and Phuoc Gia commune. Hiep Duc disburses 11.45% of public investment capital

In the first 4 months of 2025, Hiep Duc District People's Committee focused on directing the acceleration of implementation progress, disbursement of public investment capital, and capital plans for National Target Programs (NTPs) in 2025.

As of April 30, the disbursement rate of public investment capital in the district was 11.45% (nearly 25 billion VND); of which, the capital plan for 2025 disbursed 9.81%, the capital for 2024 extended to 2025 disbursed 35.95%. The district has allocated more than 10.3 billion VND (65.13%) of the 2025 career capital sources of the National Target Program on New Rural Construction; issued the Inspection, Monitoring and Evaluation Plan under Sub-project 3, Project 10 of the National Target Program on Socio-Economic Development in Ethnic Minorities and Mountainous Areas... Hiep Duc's economic revenue in 4 months is over 45.5 billion VND.

Hiep Duc District People's Committee said that in April, the district strengthened measures to strictly control state budget revenue and expenditure, ensuring compliance with regulations. The total state budget revenue in 2025 (as of April 30, 2025) of the district reached more than 510 billion VND (reaching 82.5% of the target assigned by the province and 80.4% of the district's resolution); of which, economic revenue was more than 45.5 billion VND. Total district and commune budget expenditure was more than 281 billion VND. (VINH ANH)
