The clean water and sanitation loan program aims to implement the National Strategy on clean water supply and rural sanitation to 2030, with a vision to 2045, contributing to improving the quality of life and protecting the environment for rural people nationwide. The program is implemented through the method of entrusting socio -political organizations. The loan recipients include families residing in rural areas, with permanent or temporary residence registration in the locality. The condition is that the families do not have or have water supply and sanitation facilities but they are damaged, need to build new, upgrade, renovate or repair.
According to Mr. Nguyen Van Cuong - Director of the Transaction Office of the Social Policy Bank of Tan Uyen District, previously, the loan limit for the purpose of investing in clean water and sanitation was only 20 million VND/household. Up to now, based on the needs of families, the bank has increased the loan limit to 25 million VND/household and a maximum of 50 million VND/household. The reason is because with the mission of "a bank for the poor", when they have access to clean water capital, they will have the conditions to upgrade the water supply, drainage system, and barns to better serve livestock farming, supporting economic development. A guaranteed water source can handle many problems related to the living environment, including digging ponds to raise fish... Therefore, even though the purpose of the loan capital is clean water, sanitation can still provide maximum support for people to develop their family economy.
People of Muong Khoa commune received loans from the Social Policy Bank to invest in clean water and environmental sanitation projects.
Muong Khoa commune is one of the localities with a relatively large demand for capital to invest in new and upgrade clean water works. The total loan capital under the clean water and environmental sanitation program of the commune up to May 4, 2025 is 14.86 billion VND for 705 households to borrow. Comrade Phan Van Cuong - Chairman of Muong Khoa Commune People's Committee said: During the implementation process, the commune regularly organizes inspections and supervision of the use of loans. Through inspections, if it is discovered that the loan is used for the wrong purpose, it will be recovered, so all households have complied with the initial commitment. Up to now, the commune has no overdue debt or debt. The rate of people using clean water and environmental sanitation in the area has been increasingly improved, which is an important factor for the commune to meet the standards and improve related criteria in new rural construction.
The current situation of demand and effectiveness of investment loans for clean water and environmental sanitation in Muong Khoa commune is similar to most communes in the district. By the end of 2024, the credit capital through socio-political organizations for members to borrow capital to invest in clean water and environmental sanitation in the whole district was 81.6 billion VND. In 2025, the total loan capital allocated for this field in the district is 95.648 billion VND.
Mr. Nguyen Van Cuong commented: Tan Uyen is one of the localities allocated a relatively large source of capital for clean water and environmental sanitation programs. This not only comes from the legitimate needs, improving the quality of life of the people but is also an important condition to help localities meet the new rural criteria. Therefore, the district has directed the communes to carefully review and directly propagate to the borrowers in the village. Based on the loan needs, the villages propose a list to the commune for approval, transfer to the Social Policy Bank for synthesis, and complete the loan application.
To ensure that capital reaches the right recipients, the Tan Uyen District Social Policy Bank Transaction Office has closely coordinated with socio-political organizations such as the District Women's Union and the District Veterans Association in managing and supervising loans. For example, in Trung Dong Commune, the total outstanding loan balance from the Social Policy Bank is nearly 13 billion VND, of which the capital entrusted through the Commune Veterans Association is nearly 6 billion VND and the Commune Women's Union is 6.8 billion VND. In addition, Tan Uyen District has also invested in a domestic water supply project in Trung Dong Commune and Than Thuoc Commune with a total capital of 42 billion VND.
To help people access capital as soon as possible and speed up disbursement, by the end of April 2025, the District Social Policy Bank Transaction Office had lent VND 93,927 million (reaching over 87.7%), the remaining capital of VND 1.72 billion will continue to be disbursed as soon as possible. Most households have a plan to use the capital, so they proactively plan to pay principal and interest according to the prescribed time limit. Bad debt is always at the lowest level, debt is insignificant and is eligible to extend the time for people to turn around.
34.5% of the rural population has access to clean water, which is the statistic of Tan Uyen district by the end of 2024. Hopefully, with the support and effective assistance of the Vietnam Bank for Social Policies, the above rate will continue to increase, helping people improve their quality of life and Tan Uyen ensure environmental criteria and related criteria in implementing the new rural and advanced new rural construction program.
