The effectiveness of union inspection and supervision activities

Based on the targets of Resolution 06b/NQ-TLĐ and the targets of the Resolution of the 19th and 20th Thanh Hoa Trade Union Congresses related to inspection and supervision work, the Trade Union Inspection Committees at all levels have actively advised the Executive Committee and the Standing Committee of the Trade Union at the same level to promulgate operating regulations; programs and plans for the entire term of the Inspection and Supervision work, assigning tasks to the members of the Inspection Committee to implement assigned tasks according to the regulations and the provisions of the Charter, and guiding the implementation of the Trade Union Charter. Every year, the Standing Committee of the Provincial Federation of Labor has promulgated the Inspection and Supervision work program of the Standing Committee and directed the development of the Inspection and Supervision program and content of the Inspection and Supervision Committee of the Provincial Federation of Labor; developed a schedule for receiving union members and employees. At the same time, it has guided and directed trade unions at all levels to develop the Inspection and Supervision work program of the Standing Committee and the Trade Union Inspection Committee at their level; a schedule for receiving union members and employees... to deploy and organize implementation. Periodically and suddenly, the Standing Committee and the Trade Union Inspection Committee at all levels develop plans to inspect and supervise the implementation of the targets set out in Resolution 06b/NQ-TLĐ.

After 10 years of implementing Resolution 06b/NQ-TLĐ, the Trade Union Inspection Committee at all levels has organized 17,909 inspections on compliance with the Charter of the Vietnam Trade Union; 41 inspections when organizations and union members showed signs of violating the charter, resolutions, directives and regulations of the trade union; 19,152 inspections on the management and use of trade union finances and assets. Trade unions at all levels have supervised 2,573 inspections, of which the Provincial Federation of Labor supervised 52 inspections; trade unions at the grassroots level directly above the grassroots supervised 1,083 inspections; grassroots trade unions self-supervised 1,438 inspections. The supervision focused on the implementation of the Charter of the Vietnam Trade Union, the deployment and implementation of resolutions of trade union congresses at all levels; thematic supervision of the spending of COVID-19 support packages and activities to care for union members and workers on the occasion of the Lunar New Year; disbursement of funds from the Thanh Hoa Trade Union's support fund for union members and employees to support and care for union members and employees in difficult circumstances; development and promulgation of documents after the trade union congresses at all levels, term 2023-2028; development of the Economic and Social Affairs work program of the Standing Committee and the Inspection Committee; implementation and organization of the "Union Meal" in 2024...

In addition, the Trade Union Inspection Committee at all levels has helped the Executive Committee and Standing Committee of the Trade Union to participate in resolving complaints and denunciations (KNTC) of union members and employees in a timely and effective manner. Over the past 10 years, the Trade Union at all levels has received 5,471 union members and employees and received 1,856 complaints and denunciations. The content of the complaints and denunciations reflects that some union officials violated the charter, resolutions and regulations of the Trade Union, violated the principle of democratic centralism in management, operation, activities, and the disclosure of trade union finances; complaints and denunciations about violations of labor contracts, social insurance, health insurance, unemployment insurance, severance pay, work accidents, and late payment of wages... As a result, over the past 10 years, the Trade Union at all levels has resolved 258 complaints under its authority; Coordinated with state agencies and employers to resolve 1,598 complaints; intervened and protected over 600 people to return to work; over 500 people had their salaries resolved; over 800 people had their social insurance, health insurance, and unemployment insurance benefits resolved; over 700 people had their severance pay resolved...

Through the participation in the inspection and supervision activities of trade unions at all levels, many limitations, inadequacies and violations in the implementation of policies and laws have been discovered, corrected and promptly handled; many recommendations for amending and supplementing policies and laws have been proposed by trade unions at all levels; at the same time, directly providing information, guidance and answers about the law to agencies, units and enterprises, contributing to protecting the legitimate rights and interests of union members and employees.
