To complete the Ring Road 2.5 from Tay Ho to Den Lu, more than 10 years ago, the Hanoi People's Committee approved the Ring Road 2.5 project from Dam Hong to National Highway 1 (Giai Phong Road) and assigned relevant units to implement it in the period of 2013 - 2016.

The project is implemented in the form of BT (land for infrastructure), but so far only a few sections of the road have been formed like this, other sections of the road have not been completed, or the land has not been cleared.

To complete the Ring Road 2.5 project, in 2022, Hanoi City assigned the Traffic Construction Investment Project Management Board to implement an underpass project worth more than 700 billion VND (budget capital) to help Ring Road 2.5 avoid intersecting with Giai Phong Road (National Highway 1).

However, according to the construction schedule, the underpass project, which is scheduled to be completed in 2025, is at risk of not having access roads when it opens to traffic.

In the area of the Ring Road 2.5 project on the Dinh Cong side (the road up and down the tunnel on the West side), the land has not been cleared yet, and many houses are still located within the project area.

While the Ring Road 2.5 section from Dam Hong to National Highway 1 has not been completed and is still in disarray, the corresponding land for investors has been divided into lots, plots, and high-rise buildings have been built for sale.

The bridge over the Lu River of the Ring Road 2.5 project has been unfinished for many years, and vehicles still have to use a temporary iron bridge to cross.
