The 19th Provincial Military Party Congress, term 2025-2030

On the afternoon of July 29, the Provincial Military Party Committee solemnly held the 19th Congress of Delegates for the 2025-2030 term. Attending the Congress were comrades: Hau A Lenh, member of the Party Central Committee, Secretary of the Provincial Party Committee, Secretary of the Military Party Committee of Tuyen Quang province; Major General Nguyen Hong Thai, member of the Standing Committee of the Party Committee, Deputy Political Commissar of Military Region 2; Phan Huy Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; comrades in the Standing Committee of the Provincial Party Committee; leaders of the Provincial Military Command, agencies of the Military Region, departments, branches, sectors and organizations of the province.

Speaking at the opening of the Congress, Comrade Hau A Lenh, Secretary of the Provincial Party Committee and Secretary of the Provincial Military Party Committee, emphasized that in the past term, the Provincial Military Party Committee has been united, unified, overcome all difficulties, proactively, creatively, and resolutely acted. At the same time, it actively advised local Party committees and authorities to lead and direct the building of all-people national defense, all-people national defense posture, all-people border defense associated with the people's security posture, and built an increasingly solid provincial defense zone. The provincial armed forces have always been at the forefront, actively and proactively participating in the prevention and control of natural disasters and epidemics. The leadership capacity, fighting strength, and political mettle of Party committees and organizations at all levels have been maintained and promoted.

He affirmed that the 19th Provincial Military Party Congress, term 2025-2030, is of utmost importance. This is a broad political activity within the entire Provincial Party Committee and armed forces, affirming the political mettle and maturity of the Provincial armed forces over 78 years of building, fighting, and growing.

The Congress has set out 12 main targets and tasks. In particular, focusing on advising, completing adjustments and supplementing the military posture in the province's defense area. Coordinating and advising on flexible and effective handling of defense and security situations, avoiding being passive and surprised. Strive to complete 100% of the targets for selecting and calling citizens to join the army to ensure quality; arrange to ensure the number of troops for regular units to reach over 95%; build a militia and self-defense force to reach 1.6% or more compared to the population; arrange reserve soldiers into reserve mobilization units to reach 100% of the number of troops according to organization and establishment. Strive to complete targets for all types of training and fostering of cadres. Conduct inspection and supervision of Party committees, Party organizations and Party members according to the set plan.

The Provincial Military Party Committee identified the breakthrough in the new term as "Continuing to innovate and improve the quality of training and exercises; building discipline and management; improving the quality of operations of the Military Command of communes and wards; promoting the application of science and technology, digital transformation and administrative reform".

Following the suggestion of the Provincial Party Secretary and the Provincial Military Party Secretary, the delegates attending the Congress upheld their sense of responsibility, promoted democracy, and focused their intelligence on contributing to the draft documents to be submitted to the 14th National Party Congress; the Draft Political Report of the 18th Provincial Party Committee, the Political Report of the Provincial Military Party Committee for the 2020-2025 term and the draft Resolution of the Congress for the 2025-2030 term. From there, clearly defined goals, tasks, policies, leadership measures, and directions for implementation to ensure they are close to and in line with the practical spirit of the Party Committee.

Speaking at the Congress, Major General Nguyen Hong Thai, Deputy Political Commissar of Military Region 2, requested the Provincial Military Party Committee to continue to thoroughly grasp the Resolution of the 13th Central Committee, Session 8, on "Homeland Protection Strategy in the New Situation". Study, adjust and supplement the system of documents and combat plans associated with socio-economic development planning; mobilize and effectively use resources to build a solid defense area; proactively study and adjust the inter-connected defense posture according to new administrative units, especially strategic, key and border areas. Proactively study the content, form and method of combat exercises in commune-level defense areas, exercises of regional defense command boards and Border Guard command boards. Coordinate to speed up the progress of mine clearance, explosives and search and collection of martyrs' remains; effectively carry out defense diplomacy.

Focus on building solidarity and unity within the Party committees, Party organizations and leading cadres; uphold the principles of Party organization and operation, build a clean and strong exemplary Provincial Military Party Committee. At the same time, promote the application of science and technology, digital transformation, bring the activities of agencies and units to the digital environment to ensure connectivity and synchronization. Effectively implement the "Digital Education for the People" movement, popularize scientific, technological and digital knowledge in the provincial armed forces; digital transformation in border gate management, control and automation of entry and exit.

According to the personnel work instructions of the Standing Committee of Tuyen Quang Provincial Party Committee, the Congress introduced the new Executive Committee of 21 comrades; introduced the Delegation to attend the Congress at a higher level of 9 comrades. Comrade Hau A Lenh, Secretary of the Provincial Party Committee, was appointed to hold the position of Secretary of the Provincial Military Party Committee for the 2025-2030 term.
