Song Cai Lake continues to increase discharge level to more than 2,000 m³/s

With the continuous heavy rains across the entire basin, the Song Cai reservoir (Bac Ai Tay commune) - the largest regulating project in the province - was forced to increase the flood discharge level to ensure the safety of the reservoir. In less than 10 hours, the discharge flow increased by nearly 700m³/s, creating great pressure on the downstream area of Cai Phan Rang River. Ninh Thuan Irrigation Works Exploitation One Member Co., Ltd. warned of the risk of major floods, deep inundation, flash floods and landslides in many areas.

Discharge level increased by nearly 700m³/s

Song Cai Reservoir is discharging water through the spillway at a flow rate of 2,045.85m³/s.

According to data updated at 7:00 a.m. on November 20, Song Cai reservoir is recording a very large discharge level: Water level of the reservoir is 193.24 m (approximately 102% of design capacity); number of discharge gates: 5 gates; valve opening: 500 cm simultaneously; spillway flow: 2,045.85 m³/s. Compared to 9:00 p.m. on November 19, the reservoir's discharge level has increased sharply by 662 m³/s in just 10 hours.

A representative of Ninh Thuan Irrigation Works Exploitation One Member Co., Ltd. said that the increase in discharge is mandatory due to the heavy rainfall pouring into the reservoir at the same time as the water level reaching a high threshold, potentially posing a risk of dam safety if not regulated in time. With the rainfall continuing upstream, the reservoir is likely to continue to maintain a high discharge level, the flood flow downstream is currently very strong, the rate of water increase can be unusually fast, especially in small river branches, low-lying areas and riverside areas.

Risk of widespread flooding

Localities in high-risk areas include: Do Vinh, Bao An, Phan Rang wards; areas of Ninh Son, My Son, Ninh Phuoc communes (lowland areas along the river), Thuan Bac, Thuan Nam...

It is forecasted that in the next 6 hours, the water level of Cai River may increase by 0.5 - 1.0m; flooding depth 2.5 - 3.5m in low-lying areas. Risk of flash floods, landslides in the mountainous area of Ninh Son - Bac Ai; some roads and overflows may be completely cut off.

Warning of level 3 natural disaster risk, Ninh Thuan Irrigation Works Exploitation One Member Co., Ltd. advised people to absolutely not go through overflow tunnels, bridge footings, and deeply flooded roads; proactively move assets and livestock out of dangerous areas. Local authorities urgently activated plans to evacuate people in low-lying areas along the river.

Ninh Thuan Irrigation Works Exploitation One Member Co., Ltd. will continuously update the amount of water in the lake, the discharge flow and send warning information to the authorities, in order to coordinate proactive response and minimize damage to people in the downstream area.
