Former director of district land registration office and subordinates were arrested for violations in granting land use right transfer certificates.

On April 11, Kim Boi District Police, Hoa Binh Province, announced that the District Police Investigation Agency had issued a decision to prosecute the case, prosecute the accused, and temporarily detain 3 suspects to investigate the crimes of Abusing position and power in performing official duties and Lack of responsibility causing serious consequences.

The arrested defendants include: Bui Duc Dien (born in 1963, residing in Binh Son commune, Kim Boi district), former cadastral officer of Binh Son commune People's Committee; Bui So Tu (born in 1989, Sao Bay commune, Kim Boi district), former deputy director of Lac Thuy district land registration office branch; and Vu Duy Cong (born in 1962, residing in Ba Hang Doi town, Lac Thuy district), former director of Kim Boi district land registration office.

Previously, through the investigation of the land sector, Kim Boi District Police discovered signs of violations in the issuance of land use right transfer certificates (LURCs) to households and individuals in Binh Son Commune, Kim Boi District. Specifically, when checking the issuance of LURCs to Mr. Bui Van N. (born in 1968, residing in Kham Hamlet), the police agency determined that there were signs of falsifying records to issue LURCs for land plot No. 1033, map sheet No. 01, area: 30,461.8 m2, located in Kham Hamlet, Binh Son Commune, Kim Boi.

Based on the collected evidence and documents, the Investigation Police Agency of Kim Boi District Police determined that the issuance of the Land Use Rights Certificate to Mr. Bui Van N.'s household was against the law.

Through investigation, the police agency determined that Bui Duc Dien had abused his position and authority, intentionally confirming the wrong origin and wrong subject to grant land to Bui Van N.'s household. Mr. Bui So Tu, when he was an officer of the Kim Boi District Land Registration Office Branch in 2016, was assigned to check the documents but did not conduct an actual check and signed the approval, leading to the granting of land to the wrong subject.

Regarding defendant Vu Duy Cong, former director of the Kim Boi district land registration office in 2016, the police determined that he was not closely monitoring the direction of Bui So Tu to check the records, leading to the Kim Boi district People's Committee granting land to the wrong subjects.

Currently, the police are completing the case file to handle the subjects according to the provisions of law.
