Hoa Quy needs resources to quickly overcome the consequences of natural disasters.

From July to October 2025, storms No. 3, 5, 6 and especially No. 10 caused severe damage to infrastructure, production and people's lives in Hoa Quy commune, distorting the tourist landscape of Dong Quan waterfall - a famous local tourist destination. The total damage is estimated at nearly 7 billion VND, exceeding the ability of a mountainous commune with many difficulties to overcome.

Comrade Nguyen Quang Du, Vice Chairman of Hoa Quy Commune People's Committee, said: Storm No. 10 at the end of September was the most severe natural disaster. Prolonged heavy rain, rainfall up to 250-284 mm in a short period of time caused floodwaters to rise rapidly, isolating many villages. In the commune, 40 hectares of rice and vegetables were flooded, 27 hectares of rubber and nearly 400 hectares of acacia trees collapsed, about 500 meters of canals were damaged, mud and soil buried many production areas. Traffic was cut off when 13 spillways in the area were submerged in water, the Quyen River spillway was nearly 6 meters deep; Dong Tam village alone was damaged by flash floods, damaging 500 meters of road.

Flash floods have swept away large amounts of soil and rocks from upstream, changing the flow and destroying the natural landscape at Dong Quan waterfall.

Natural disasters caused deep flooding and strong currents, destroying many public works, disrupting people's lives, disrupting production, and reducing livelihoods. The most serious damage was at Dong Quan Waterfall, where flash floods swept away large amounts of soil and rocks from upstream, changing the flow and destroying the natural landscape.

Nearly two months after the floods caused by storms, some landslides on traffic routes have not been repaired, threatening the safety of people traveling.

In particular, the overflow point in Hop Thanh village due to the strong flood water has broken the concrete, eroded into the road body creating a "frog's jaw". Currently, the Party Committee and the commune government have placed warning signs, however if heavy trucks move through, it will lead to the risk of the overflow surface collapsing.

In addition, on the Luong Dong - Xuan Dam traffic route, there are 2 landslides on the negative slope, about 50m long, about 10m high, with a deep abyss below.

In the commune, there are also 5 landslides on the positive slope, the length of the landslides is about 40m, the volume of landslides is about 1,000m ³ . The route from Binh Luong to Hoa Quy also has many landslides...

The damage caused by storms and floods is huge, however, due to the commune's inability to meet the budget, the People's Committee of Hoa Quy commune has submitted report No. 102/BC-UBND dated October 7, 2025 to the People's Committee of Thanh Hoa province for consideration of emergency funding support to repair traffic infrastructure to Dong Tam village cultural area, Dong Quan waterfall ecological area and the eroded slope system; repair traffic spillways; and at the same time, arrange resources to support people who suffered heavy losses in production.

Comrade Le Thi Tinh, Secretary of the Hoa Quy Commune Party Committee, shared: The damage caused by storms and floods is beyond the ability of Hoa Quy Commune to overcome on its own. Therefore, the local Party Committee and government are in dire need of support resources from the province to handle dangerous landslides, repair traffic infrastructure and restore the Dong Quan Waterfall Tourist Area. Without timely funding, it will affect the local socio -economic development activities as well as the people's lives.
