In Soc Trang province, the conference took place at the Provincial People's Committee, with the participation of comrade Lam Hoang Nghiep - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee; leaders of provincial departments, branches and representatives of relevant contractors.
Currently, the projects under the Steering Committee include 37 projects/95 component projects, including 35 projects in the road sector and 2 projects in the aviation sector. Since the establishment of the Steering Committee, the Prime Minister , Head of the Steering Committee, has chaired 16 meetings and has directly inspected the site many times, worked with localities to direct the removal of difficulties and obstacles, and urged the progress of the projects. Ministries, branches and localities have made efforts to implement assigned tasks, so far many difficulties and obstacles have been removed, the progress of project construction has changed significantly, especially 19 projects and component projects have been put into operation. Notably, 16 expressways have been completed and put into operation, increasing the total number of expressways nationwide from 1,327km to 2,268km; 52 projects and component projects are being implemented, basically following the set schedule.
At the 16th meeting of the Steering Committee, the Prime Minister assigned 33 tasks to ministries, branches and localities, focusing on removing difficulties and obstacles, speeding up investment preparation procedures for projects. To date, the units have completed 26 tasks on time. In addition, the agencies are actively implementing 2 tasks of regular direction and operation and 5 tasks that have not met the required progress...
In Soc Trang, the implementation status of Component Project 4 of the Chau Doc - Can Tho - Soc Trang Expressway Construction Investment Project Phase 1 has a total investment of VND 11,961 billion. The capital allocation situation has been arranged from the beginning of implementation to 2025 over VND 7,213 billion. Disbursement from the beginning of the project to date has reached VND 4,143.655/VND 7,213.183 billion according to the capital plan arranged until the end of 2025, reaching 57.4% of the plan (including site clearance costs). The capital plan for 2025 is VND 3,440 billion 995 million, to date disbursed VND 372 billion 762 million, reaching 10.8% of the plan. Regarding the construction status, the Project has a total of 4 construction and installation packages. Total implementation value is 2,479/8,092.58 billion VND, reaching 30.63% of the contract value (road part implemented 808/5,554.43, reaching 14.5%; bridge part implemented 1671/2,538.15, reaching 65.8%)... Regarding the sand exploitation situation, the total maximum exploitation volume at 6 river sand mines (MS 01, MS 03, MS 04, MS 05, MS 06 and MS 12) by August 2025 is expected to be about 3 million m³ (after increasing the maximum exploitation capacity at mines MS 01, MS 03, MS 04 and putting mines MS 05, MS 06 into operation); For the remaining volume of about 3.6 million m³, the province will use sea sand, including 2 million m³ from Area B1... In short, the ability to complete the project as planned and the required progress milestones are still slow due to objective and subjective reasons; the province is focusing on removing difficulties in sand sources to speed up the project's progress.
Speaking at the conference, Prime Minister Pham Minh Chinh requested members of the Steering Committee to review tasks, focusing on removing difficulties and obstacles, speeding up procedures for preparing investment projects; promoting the completion of the goal of the whole country having 3,000km of expressways this year, 1,000km of coastal roads, key railway and road projects... In particular, it is necessary to effectively implement resolutions of the Central Committee, the National Assembly, and the Government on developing transport infrastructure, in the spirit of "only discussing, not backtracking". Thereby, requiring members of the Steering Committee to raise awareness of compliance, attitude towards work and results, and work efficiency; focusing on assessing, reviewing, removing difficulties and obstacles, promoting the implementation of works and projects. In particular, localities must participate more strongly, especially in site clearance, with the motto "locality decides, locality does, locality takes responsibility". The Ministry of Agriculture and Environment reviews issues related to construction materials, land use conversion, and forests. The Ministry of Finance reviews disbursement issues. The Ministry of Construction reviews and promotes projects to ensure progress and quality...
