Market diversification

Trade adjustment policies, especially reciprocal tax policies between major economies such as the United States, China, etc., are creating significant impacts on import-export activities, investment, production and supply chains of Vietnamese enterprises, including enterprises in the city. The United States' application or adjustment of tax policies on goods originating from Vietnam is not only an immediate challenge, but also poses long-term requirements in improving transparency, clear origin and adaptability of enterprises.

In the city, the number of enterprises with import-export activities is quite large. However, the number of enterprises directly affected is about 200 enterprises with main products in the garment sector such as: raw materials, fiber production, textiles, machinery and spare parts; auto parts; textile products, fibers, seafood, etc.

The workshop provided a lot of information to help businesses come up with effective response solutions that are suitable to actual conditions.

Mr. Dau Anh Tuan - Member of the Standing Committee, Deputy General Secretary of VCCI pointed out that the US imposition of tariffs on Vietnamese goods has a huge impact on the business community. In particular, manufacturing and exporting enterprises to the US are particularly affected, especially in terms of market share competition and supply chains... The imposition of this tariff will also create a shift in trade, as well as complex competitive risks in other export markets... From there, the risk of competition in the domestic market will be stronger. The chain effects from macro-finance; trade deficit; production contraction; unemployment in export industries; decline in industrial and service production leading to a decline in growth may also occur.

The Government is implementing many solutions to reduce import tax rates; negotiating to reduce Vietnam's reciprocal tax; bilateral negotiation solutions have been initiated. However, along with the Government's solutions, enterprises must also have their own solutions to adapt appropriately.

Mr. Dau Anh Tuan suggested that enterprises with existing orders need to closely monitor the situation, coordinate and negotiate with importers; take advantage of exporting goods during the tax deferral period; gradually adjust the export market structure. Enterprises must proactively diversify export markets, taking advantage of markets with FTAs; domestic markets. Gradually reform and innovate production and business models, focusing on improving the supply chain, enhancing position in the value chain; enhancing competitiveness; orienting towards sustainable business.

At the same time, it is recommended that the Government provide direct support to affected businesses such as: support in procedures for handling delayed and canceled orders; support in credit, debt deferral... to handle cash flow problems. Support solutions to diversify markets; promote and advertise in other markets; support in connecting partners, and taking advantage of FTAs ​​also need to be further promoted.

Creating an ecosystem to support more dynamic businesses

Vice Chairman of the City People's Committee Phan Quy Phuong also shared that, along with the Government's policies to remove difficulties related to the negotiation of US tariff rates, the Politburo recently issued Resolution No. 68-NQ/TW dated May 4, 2025 of the Politburo on private economic development (NQ68); Resolution No. 198/2025/QH15 of the National Assembly on a number of special mechanisms and policies for private economic development. These resolutions have identified the private economic sector as one of the most important driving forces of the national economy, a pioneering force in the development of science and technology, innovation and digital transformation. Along with that, breakthrough contents and "liberation" for the private economic sector have also been realized. This will be the foundation to promote comprehensive business development.

Trade support and promotion activities are continuously implemented.

In the city, the government is very determined in administrative reform, building digital government, promoting synchronous digital transformation in management; strengthening meetings with businesses, regularly removing difficulties and obstacles for businesses and investors through improving the operational efficiency of 4 Working Groups headed by the Chairman and Vice Chairmen of the City People's Committee.

Along with that, many policies to support businesses in digital transformation and technology; 1:1 consulting support on human resources, finance, production, sales, market, internal management; support to improve the capacity of business entrepreneurs, support to access credit,... have also been implemented and recognized by the business community.

For 4 consecutive years, Hue city has had its PCI (Provincial Competitiveness Index) index ranked among the top 10 localities in the country with excellent economic management quality (TOP 10). This year, Hue city also ranked 6th nationwide in terms of PCI index, which is not only a recognition, but also a motivation for Hue city to continue to make more efforts.

Vice Chairman of Hue City People's Committee Phan Quy Phuong said that the city will continue to promote the improvement of the investment and business environment in accordance with the spirit of Resolution 68, while creating an ecosystem to support dynamic, modern and effective enterprises. The government is ready to listen, accompany and remove all difficulties that enterprises encounter, helping Hue enterprises to make breakthroughs in the new integration period. However, to develop sustainably in the context of many international fluctuations, the city needs close cooperation from experts and the business community. Reflections from the production and business practices of enterprises will be an important basis for the city to continue to improve policies, remove difficulties and make timely and more effective adjustments.
