The Cam Nhuong Industrial Cluster (CCN) Technical Infrastructure Investment Project (abbreviated as Cam Nhuong CCN project) in Nam Hai village, Cam Nhuong commune (Cam Xuyen) was approved by the People's Committee of Ha Tinh province on September 6, 2021. The project investor is Eco Land Joint Stock Company (headquartered in Ha Tinh city).
The project to invest in infrastructure of the Industrial Park and the surrounding area of Cam Nhuong Industrial Park with a synchronous, modern, and standardized infrastructure system in the form of socialized investment aims to form a concentrated industrial park, attract many industries, attract investment, contribute to economic restructuring, increase income for people, reduce burdens and increase budget revenue... The project is implemented on an area of about 5 hectares, with a total investment capital of 44.38 billion VND.

Immediately after the project was approved for investment policy, on September 24, 2021, Cam Xuyen District People's Committee issued Decision 4432/QD-UBND on the establishment of the Compensation, Support, and Resettlement Council for Site Clearance (GPMB) of Cam Nhuong Industrial Park project.
Accordingly, the People's Committee of Cam Xuyen district and the People's Committee of Cam Nhuong commune have coordinated with Eco Land Joint Stock Company and related units to focus on site clearance for the project. However, during the implementation, some difficulties and obstacles were encountered, affecting the progress.

Mr. Pham Van Thang - Vice Chairman of Cam Xuyen District People's Committee - Chairman of the Compensation, Support and Resettlement Council for the Cam Nhuong Industrial Park project said: "The locality has prepared documents and approved the compensation plan for land acquisition for 7 households and 1 organization with an area of 5 hectares, the total amount according to the approved results is more than 11.1 billion VND. The Compensation, Support and Resettlement Council for the project has made the first payment to 1 household and 1 organization.
The project's land acquisition process is still stuck with 6 households in Nam Hai village. The 6 plots of land of these 6 households have a part of the project area (the land acquisition has been completed and a part of the area belonging to the Phuc Long Nhuong dike corridor is stuck outside the project boundary, not under the investor's compensation responsibility - PV). All 6 households are subject to relocation and resettlement at a new place of residence. However, the project's land acquisition process since the end of 2021 has not yet had legal regulations on handling areas outside the project's land acquisition milestone, so the project's land acquisition process is facing difficulties.
Also according to Mr. Pham Van Thang, after studying the factors and options, the departments and branches have advised the People's Committee of Cam Xuyen district to submit a plan to request the Provincial People's Committee to create favorable conditions for the implementation of the project to open a service road connecting National Highway 15B to Cam Nhuong Industrial Park and Cua Nhuong fishing port (this service road passes through the outer boundary of the project) to facilitate the transportation and circulation of goods, while resolving the shortcomings and difficulties in the plan to recover and relocate 6 plots of land of 6 households partially affected by the Cam Nhuong Industrial Park project.
Based on local proposals and analysis of investment potentials and advantages, on December 31, 2024, the Provincial People's Committee issued Decision No. 3067/QD-UBND approving the project of the road connecting the National Highway 15B to Cam Nhuong Industrial Park with a total investment of 54 billion VND (the project's site clearance cost is 5.5 billion VND). This decision helps Cam Xuyen district "remove bottlenecks" in the site clearance work of the Cam Nhuong Industrial Park project.

In recent times, Cam Xuyen district has focused on implementing land acquisition and clearance work for two projects in parallel (Cam Nhuong Industrial Park and the National Highway 15B access road to Cam Nhuong Industrial Park); to date, it has completed the payment of compensation and resettlement support for the second phase for 6 households whose houses and land were affected at the Cam Nhuong Industrial Park project.
It is known that these 6 households have been allocated resettlement land in Lien Thanh village (Cam Nhuong commune), and are completing procedures to pay resettlement land money to the State budget to be handed over land and start building resettlement houses. Accordingly, the locality strives to hand over clean land to the investor before May 30, 2025.
In addition, within the scope of the Cam Nhuong Industrial Park project, there is a 35kV power line and 2 transformer stations managed and operated by Cam Xuyen Power Company (Ha Tinh Power Company). The Compensation, Support and Resettlement Council for the Cam Nhuong Industrial Park project is completing the project documents to relocate this power system to a new planning location, striving to complete before June 15, 2025.

Mr. Ha Danh Toai - Chief Accountant of Eco Land Joint Stock Company said: "In the past time, we have coordinated with local authorities and related units to focus on site clearance for the project. However, due to some difficulties and problems, the progress of project implementation has been greatly affected. We recommend that the People's Committee of Cam Xuyen district continue to pay attention to speeding up the relocation of the 35kV power line and transformer station out of the project area. At the same time, coordinate to complete the necessary procedures and documents so that the remaining 6 affected households can quickly relocate to the resettlement area, and soon hand over the clean site to the investor to carry out the steps to implement the project in accordance with regulations".
