Failed the exam for excellent students because of music , grandmother called to scold the teacher
At the end of last school year, Ms. Duong received a phone call from the student's grandmother to "scold" her for nearly 20 minutes because her grandchild was not an excellent student.
The source of her anger was her grandson's report card, which had all 9s and 10s in all subjects from math, Vietnamese, English to IT, technology, science , history and geography, but the evaluation result section had two words: Completed. The reason was that the student had to retake the music exam.
She was told that completion meant no awards, only excellent completion was considered a good student. Because she did not believe it, she called Ms. Duong to question her. After Ms. Duong explained it again, she became angry and could not accept the teacher's evaluation.
"Not only the elderly, many young parents also cannot accept that their children always get 9 or 10 points but "fail" to be excellent students. Some parents even openly express their doubts, wondering if the music or physical education teacher is "cursing" their children," Ms. Duong shared.
According to Ms. Duong, most parents still distinguish between major and minor subjects. Subjects that are assessed by comments instead of grades are considered "minor".
In many cases, parents think that "extra subject" teachers can comment however they want, whether it's "good" or "complete" because there is no evidence like in subjects where tests are done on paper and scored.
On social networking forums, parents share a lot about the story of getting all 9s and 10s but still failing to be an excellent student. Some common comments explain this from a negative perspective such as: "Because parents don't have a good relationship with the teacher", "because the mother doesn't ask for anything", "because the child doesn't go to the teacher's extra classes"...
"Regulations on primary school student assessment can be easily found online. But instead of reading the Circular to understand the regulations, many parents interpret them in a negative and emotional way.
It is completely normal for a student to get all 9s and 10s but not be considered an "excellent student". Some parents do not need their children to be well-rounded, so they let their children focus on some subjects and ignore others.
There are parents who want their children to be well-rounded, studying all subjects together to achieve the best results. That is the choice of each family and the ability of each student.

When are elementary school students considered "good students"?
At the primary level, from 2006 to present, the concept of "excellent student" is no longer used. The concept that can be considered equivalent to "excellent student" according to the 2006 general education program is "excellent completion of learning and training contents".
With the 2018 general education program, primary school students are evaluated at 4 levels: excellent completion, good completion, completion and incomplete.
Circular 27 stipulates that students are considered to have completed excellently when their subject assessment results are at the Good level; their qualities and abilities are at the Good level; and their final year-end periodic test scores for all subjects are 9 points or higher.
Students are considered to have completed well when they have not yet achieved excellent completion, but have good evaluation results in all subjects; good qualities and abilities; and a score of 7 or higher in the final exam of all subjects.
Students are considered to have completed when they have not yet achieved excellent or good completion, but have good or completed subject assessment results; good or passed qualities and abilities; and a score of 5 or higher on the end-of-year periodic test for all subjects.
The remaining cases are assessed as incomplete.
At the end of the school year, students who complete their studies with excellence will be awarded the title of Excellent Student by the school.
Students who have completed well will only be awarded the title of Outstanding Student when they have excellent achievements in at least one subject or have made significant progress in at least one quality or ability and are recognized by the class.
The content of periodic assessment of primary school students includes subjects, educational activities, qualities and abilities.
In addition to subjects assessed by scores and comments, teachers must also assess the formation and development of students' qualities and abilities through key qualities and core abilities such as: patriotism, diligence, honesty, responsibility, autonomy and self-study, communication and cooperation, problem solving and creativity, language, calculation, science, technology, information technology, aesthetics, physical fitness, etc.
