Many effective models and innovative approaches have been implemented through concrete and practical actions, gaining the trust and support of the people, contributing to enhancing the leadership capacity and fighting strength of the Party, and building an increasingly clean and strong Party.
Learning from and following President Ho Chi Minh's example is becoming increasingly ingrained in our system.
For three consecutive years (2022-2024), the Thong Nhat Ward Party Committee was commended by the Pleiku City Party Committee as an "Outstanding and Exemplary Party Committee". This achievement is a testament to the sense of responsibility, dedication, and tireless efforts of the ward's officials, party members, and civil servants in fulfilling their assigned tasks.
Mr. Pham Toan Vinh, Chairman of the People's Committee of Thong Nhat Ward, said: "Each official and civil servant is always proactive and creative in their work, constantly learning to improve their professional skills, and dedicated to serving the people. Notably, many administrative reform models have been developed and replicated to improve the quality of service to the people, among which the '5 Knows - 3 Manifestations' model stands out: '5 Knows' includes knowing how to listen to the people, speaking in a way the people understand, acting in a way the people trust, knowing how to apologize, and knowing how to thank; '3 Manifestations' are respect, civility, and approachability."
During the period 2020-2024, the ward mobilized residents to contribute 5.46 billion VND to invest in and upgrade urban infrastructure. Many public works projects were implemented synchronously, such as: repairing and upgrading 5 neighborhood meeting halls and building a meeting hall for neighborhood group 2; constructing and maintaining 8,829 m of roads, installing 52 streetlights; building the Dinh Cong Trang flower garden; paving sidewalks on Pham Van Dong road with a length of 3.6 km…
To date, 100% of residential areas have community halls for meetings and gatherings; 98% of alleyways have been asphalted or concreted; and 100% of alleyways have street lighting. In 2024, the ward ranked second out of 21 communes and wards in Pleiku City in the 100-day campaign to improve the efficiency of public service utilization.
Recognizing that studying and following Ho Chi Minh's ideology, ethics, and style is a regular and central task in Party building and rectification, the Pleiku City Party Committee has focused on leading and extensively implementing Directive No. 05-CT/TW and Conclusion No. 01-KL/TW of the Politburo to all cadres, Party members, and citizens.
Party committees at all levels have integrated the content of learning and following Uncle Ho's example into the programs and action plans for implementing Resolution No. 4 of the 12th Central Committee, Conclusion No. 21-KL/TW dated October 25, 2021, of the 13th Central Committee, resolutions of Party congresses at all levels, as well as resolutions of Party committees and the content of regular activities in each agency, unit, and locality, with many flexible approaches suitable to practical realities.
In particular, learning from and following President Ho Chi Minh's example is linked to addressing pressing and prominent issues faced by the people. From 2016 to the first quarter of 2025, the entire city organized over 4,000 public consultations, receiving more than 6,500 complaints and petitions, with the rate of resolving them within the proper jurisdiction reaching over 95%.
Activities involving contact and dialogue with the people have been strengthened, thereby consolidating trust between the Party, the government, and the people. Currently, the city has 83 exemplary models in learning from and following President Ho Chi Minh's example that have been replicated, contributing to building a clean Party, developing socio -economic aspects, and maintaining national defense and security.
In Dak Doa district, grassroots Party organizations, agencies, and units have proactively selected appropriate content for studying and following President Ho Chi Minh's teachings, focusing on promptly addressing issues arising at the grassroots level. This is especially true for cases related to land disputes, administrative procedures, and legitimate requests from the people. The Standing Committee of the District Party Committee regularly reviews and directs the resolution of complex issues of public concern; considering this an important criterion for evaluating the effectiveness of studying and following President Ho Chi Minh's teachings.
The implementation of Regulation No. 11-QDi/TW of the Politburo and the regulations of the Provincial and District Party Committees on the responsibilities of heads of departments in receiving citizens, engaging in dialogue, and handling feedback and suggestions from the people has been carried out seriously. From 2021 to the present, the District Party Secretary has organized 67 citizen reception sessions, receiving 83 feedback and suggestions from the people. The two levels of government have also organized 1,339 citizen reception sessions and handled 1,025 letters and petitions in accordance with regulations.
The Standing Committee of the District Party Committee also emphasized dialogue between leaders and the people. Through this process, the legitimate concerns, aspirations, and suggestions of the people are promptly listened to, responded to, and addressed. Communes and towns also effectively carry out citizen reception, strengthen dialogue, and proactively resolve issues arising at the grassroots level, preventing the occurrence of complaints and petitions escalating to higher levels or involving large groups of people.
Replicating the models
To deepen the study and emulation of President Ho Chi Minh's teachings, the Fatherland Front and political-social organizations at all levels pay special attention to promoting activities directed towards the grassroots, with the motto "Four working days a week at the office, one working day at the grassroots." This approach not only contributes to improving the effectiveness of mass mobilization work but also helps cadres grasp the practical situation, promptly listen to, share, and resolve the legitimate difficulties and aspirations of the people.
The Standing Committee of the Provincial Women's Union has issued Decision No. 121/QD-BTV stipulating the ethical standards for Women's Union officials at all levels in studying and following the ideology, ethics, and style of Ho Chi Minh.
In addition, focus on directing the reform of working methods and practices towards a scientific, efficient, and practical approach; building a style of Women's Union officials that is close to the people, deeply involved with the grassroots, committed, and responsible to female members.
According to Rơ Chăm H'Hồng, Chairwoman of the Provincial Women's Union: Based on the actual situation in the locality, the Women's Union at all levels has proactively developed many practical models such as: "Savings Rice Jar", "Charity Grain Warehouse", "Ethnic Minority Women Saving 5-10 Million VND" Club, "Confident, Self-Respecting, Loyal, and Capable Women" Club, "Women with Generous Hearts" Club…
Similarly, youth organizations at all levels have maintained and spread many innovative models such as: storytelling competitions about Uncle Ho; painting competitions "Uncle Ho with children - Children with Uncle Ho"; political activities "Remembering Uncle Ho makes our hearts purer"; themed activities to learn about works written about Uncle Ho...
According to Ha Thi Giang Thao, Secretary of the Provincial Youth Union, these activities have contributed to raising awareness, fostering revolutionary ideals, and building political fortitude among cadres and youth union members; creating a clear transformation in self-discipline, a sense of responsibility in work and life.
Many exemplary groups and individuals, as well as successful models, have been promptly identified, commended, and replicated, contributing to the spread of positive lifestyles and inspiring a spirit of dedication among young people.
Meanwhile, the Party Committee of Ia Pnôn Border Guard Station (Đức Cơ district) has effectively implemented and maintained the models "One Law Per Week" and "Uncle Ho's Teachings from the Past" to create positive changes in the awareness and actions of officers and soldiers.
Major Nguyen Thanh Nhon, Political Officer of the Ia Pnon Border Guard Station, said: 100% of officers and soldiers maintain and promote the qualities of "Uncle Ho's soldiers," cultivate the ethics and lifestyle of revolutionary soldiers; have a correct understanding of the task of protecting the Fatherland in the new situation, clearly identify "targets and partners," uphold the spirit of revolutionary vigilance, resolutely fight to defeat the "peaceful evolution" plot of hostile forces; always show high determination, ready to accept and successfully complete all assigned tasks.
Speaking with reporters, Pham Thi To Hai, Member of the Standing Committee of the Provincial Party Committee and Head of the Provincial Propaganda and Mass Mobilization Department, affirmed that the study and emulation of Ho Chi Minh's ideology, ethics, and style in the province has seen significant progress in recent times, with many new and creative approaches, becoming increasingly in-depth and yielding practical results.
The emulation movements and campaigns, implemented with the attention of Party committees and authorities, have truly become a great spiritual driving force, spreading widely among cadres, Party members, and all strata of the people. They have made important contributions to building a clean and strong Party, as well as promoting socio-economic development, ensuring political security and social order; combating and preventing manifestations of degradation and ideological, moral, and lifestyle decay, "self-evolution," and "self-transformation" within the Party; firmly protecting the Party's ideological foundation; refuting erroneous and hostile viewpoints; and consolidating the people's trust in the Party and the State.
