How do students benefit from social housing policies?

The 2023 Housing Law does not stipulate that university students will be supported by the State to buy social housing, but only stipulates that university students will be supported by the State to rent social housing during their study period.

According to the provisions of Clause 11, Article 76 of the 2023 Housing Law, a number of subjects are eligible for social housing support policies.

Specifically, students of universities, academies, colleges, vocational schools, specialized schools as prescribed by law; students of public ethnic boarding schools, these subjects are supported to rent social housing during their study period as prescribed.

Pursuant to Clause 2, Article 78 of the 2023 Housing Law, if students rent social housing, they do not have to meet the housing and income conditions specified in Clause 1 of this Article. Clause 9, Article 78 stipulates that the Minister of Construction shall issue a form of document proving that they are students of universities; and issue a form of document proving the conditions to enjoy social housing support policies.

Pursuant to Clause 7, Article 88 of the 2023 Housing Law, university students are only allowed to rent one social housing unit at a time.

The State’s support for students to rent social housing helps create a fairer learning environment, reducing the difficulty of finding accommodation for students from families with difficult economic conditions. This helps all students have equal access to education, without depending too much on family finances.

A stable and secure living environment can have a positive impact on a student’s academic performance and mental health. Having social housing helps ensure that students have a stable place to live during their studies.

However, it is also important to note that the implementation of social housing policies needs to be done carefully and effectively. Control and monitoring measures are needed to ensure that resources are used most effectively and that students who really need housing support will benefit from this policy.
