Studying and following Ho Chi Minh's ideology, morality and lifestyle: Changes in studying and following Uncle Ho in Hai Hau

In recent years, studying and following Ho Chi Minh's ideology, morality and style in Hai Hau district has become increasingly regular and created clear changes from awareness to action among cadres, party members and people of all walks of life, thereby contributing to building a clean and strong Party and political system, promoting the local socio-economic development.

The Standing Committee of Hai Hau District Party Committee has identified the task of disseminating and implementing Directive No. 05-CT/TW, dated May 15, 2016, of the Politburo "On promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle"; Conclusion No. 01-KL/TW of the Politburo on continuing to implement Directive No. 05-CT/TW along with the entire-term and annual topics as a key and regular political task. The Standing Committee of the District Party Committee directs the organization of conferences to study, disseminate, propagate and implement Directive No. 05-CT/TW, Conclusion 01/KL/TW of the Politburo; the annual topics of studying Ho Chi Minh's ideology, morality and lifestyle of the Provincial Party Committee to all cadres, party members and people through online conferences from the Central and Provincial Party Committees. For cadres and party members who have not studied and learned the topics at the online conference, party committees and party cells organize research and learning in a direct form. The rate of party members participating in thematic learning at the district level is from 95% to 99%, at the grassroots level is from 85% to 98%. Every year, after each learning session, each cadre, party member, civil servant, public employee, union member, and association member in the district seriously writes a registration form for self-cultivation, training, and setting an example. Comrade Do Xuan Bac, Party Secretary and Chairman of the People's Council of Hai Chau commune, said: "In order to effectively study and follow Uncle Ho, the Party Committee of the commune has developed common ethical criteria for the entire Party Committee. Based on the functions and tasks of each Party cell, ethical criteria for Party members are developed. Every year, the criteria are reviewed and adjusted appropriately, while at the same time, Party members are instructed to commit to self-cultivation and strive to follow Uncle Ho's example. During the meetings, all Party cells in the Party Committee of the commune have content to review the self-cultivation and training of Party members according to the commitment. On the other hand, the Party Committee of the commune has included studying and following Ho Chi Minh's ideology, morality and style as one of the criteria for evaluating the quality of Party members every year. Through that, it has helped each cadre and Party member specifically identify their responsibilities, goals and actions to contribute to building the Party cell and the Party Committee, and successfully completing the assigned political tasks."

The leadership, direction, dissemination and implementation of Directive 05-CT/TW of the Politburo in Hai Hau District Party Committee has been seriously implemented by Party cells, grassroots Party Committees, agencies, departments, branches, unions and localities. Party committees and organizations have included studying and following Ho Chi Minh's ideology, morality and lifestyle in resolutions, programs and plans of Party committees in conjunction with the implementation of the Resolutions of the 12th and 13th Party Congresses; Resolutions of the 4th Central Committee, 11th and 12th terms, Conclusions of the 4th Central Conference, 13th term on Party building and rectification and the political system; resolutions of Party congresses at all levels. The implementation of the directive has been linked to patriotic emulation campaigns and movements, the implementation of political tasks and the resolution of urgent and prominent issues in localities, agencies and units. In particular, Hai Hau district has focused on implementing Directive 05-CT/TW in conjunction with key, breakthrough tasks, programs, projects, and key projects on socio -economics, national defense and security, strengthening Party building and building the political system. Thereby, many key issues in localities and units in the past time have been focused on leadership and direction to effectively resolve. For example, promoting the implementation of a new cultural lifestyle, building sustainable and developed new rural areas, model new rural areas, in which the focus is on building sustainable new rural hamlets and residential groups with the set criteria. As a result, the Provincial People's Committee recognized 34/34 communes and towns as achieving advanced new rural areas in 2020. The District People's Committee recognized 387/390 hamlets as achieving and basically achieving model new rural hamlets; 109 hamlets and residential groups as exemplary model cultural hamlets; Hai An commune was recognized as meeting the model NTM standard (outstanding in the cultural field); Yen Dinh town was recognized as meeting the civilized urban standard; the remaining communes and towns basically met the model NTM and civilized urban standards (except for the clean water criterion). The district is actively implementing the construction of 2 clean water plants in Hai Minh and Hai Trung communes, completing the clean water criterion, as a basis for proposing to recognize the district as meeting the model NTM standard. In addition, the district has also effectively implemented many other breakthrough contents and key tasks such as: The work of arranging commune-level administrative units; streamlining the organization of agencies and units in the district's political system; planning work; State management of land; site clearance work; agricultural restructuring; aquaculture development; tourism development... Currently, Hai Hau district has hundreds of models and typical examples in implementing patriotic emulation movements and campaigns with specific and practical actions, contributing to spreading the spirit of learning and following Uncle Ho, creating solidarity and motivation for development for the homeland. From 2016 to now, the district has had 52 collectives and individuals awarded by the Central, the province and the district for being exemplary in learning and following Uncle Ho.

Through studying and following Uncle Ho, we have contributed to building a clean and strong district Party Committee, promoting local socio-economic development. Since the beginning of the 2020-2025 term, 92.2% of grassroots party organizations have been classified as completing their tasks well or better; 90% of grassroots governments are strong. The economy has achieved a fairly good growth rate; people's lives have been increasingly improved. The cultural and social fields have made progress; social security is ensured. National defense, security, and social order and safety are maintained.

Comrade Do Van Manh, Standing Deputy Secretary of Hai Hau District Party Committee, said: Lessons learned in implementing Directive No. 05-CT/TW in Hai Hau District Party Committee are: Always closely follow the directives and instructions of the Central and the province, to promptly issue implementation plans with specific and appropriate contents. Focus on organizing serious dissemination to 100% of cadres, civil servants, public employees and workers from the district to the grassroots level, at the same time directing extensive propaganda through mass media channels, activities, conferences of unions, etc., thereby continuing to make studying and following Uncle Ho's example a practical, daily task for every cadre, party member and people. Party committees, authorities of departments, branches and unions must really get involved, promote the exemplary role of cadres, party members, especially leaders, to create prestige, trust, and encourage people to enthusiastically strive to study and follow Uncle Ho. Each locality, agency and unit, based on the practical situation, needs to choose a breakthrough step, have a roadmap for implementation, especially focusing on outstanding issues that the people are interested in. Regularly inspect, monitor and summarize the implementation, promote and expand the achieved results, and at the same time overcome limitations and shortcomings.
