On the afternoon of October 22, the Ho Chi Minh National Academy of Politics held a conference to deploy the task of providing comments on draft documents to be submitted to the 14th National Party Congress.

Previously, on October 15, the 13th Party Central Committee announced the full text of the draft documents to be submitted to the 14th National Party Congress, soliciting comments from cadres, party members and people of all walks of life.

Associate Professor-PhD Doan Minh Huan, Member of the Party Central Committee, Permanent Deputy Secretary of the Party Committee, Permanent Deputy Director of the Academy, stated in his speech: The Conference is a political event of special political and scientific significance, demonstrating the high sense of responsibility, intelligence, courage and timely response of the staff, lecturers and scientists of the Academy - the national center for training and fostering leaders and managers of the political system; the national center for theoretical research, summarizing practices, advising and providing policy advice to the Party and State.

Mr. Doan Minh Huan said that the work of preparing documents to be submitted to the 14th Congress, including contributing opinions to the draft documents of the Congress, is not only a regular task of a "technical" nature, according to prescribed procedures, but also a work and task of strategic significance.

The Permanent Deputy Director of the Academy requested the staff, lecturers and scientists of the Academy to contribute comments on draft documents in a systematic, urgent, timely, quality, practical and effective manner; with reports, proposed products and practical recommendations.

With that request, Permanent Deputy Director of the Ho Chi Minh National Academy of Politics Doan Minh Huan suggested that the contributions should focus on key contents. Accordingly, regarding the vision, development thinking and strategic goals of the Party, it is necessary to clearly demonstrate the typical development thinking in the new era, which is fast but sustainable development, independence, autonomy associated with deep international integration.

In particular, development thinking must take people as the center and subject, as the goal and driving force, linked with the aspiration to develop a prosperous and happy country.

The speed of development is a very important factor to achieve the goal. Regarding the building and rectification of the Party and the political system, we continue to adhere to Marxism-Leninism, Ho Chi Minh Thought, the goals of national independence and socialism. We promote the building of a clean and strong Party in terms of politics, ideology, ethics and cadre organization. We focus on building Party culture, leadership culture and exemplary culture. We especially emphasize the need for innovation in the public sector, for example, administrative management needs to change to attract talents and scientists through special tax regimes and one-stop visa issuance. Regarding socio-economic development, we need to have a strong breakthrough in institutions, science and technology and innovation.

The focus is on establishing a new growth model, taking science and technology, innovation, and digital transformation as the main driving force. In addition, it is necessary to renew traditional growth drivers (capital, resources, labor) through improving management quality and labor quality.

Economic development must be linked to national digital transformation, green transformation, circular economy and ensuring that no one is left behind.

Regarding national defense and security, continue to firmly consolidate the national defense posture, people's security, and the posture of people's hearts. Promote comprehensive and modern diplomacy, build Vietnam into a reliable partner, an active and responsible member of the international community. Regarding cultural, social and human development, culture must be placed on par with economics, socio-politics. Building a system of national values, cultural values, and Vietnamese human values is a solid spiritual foundation.

Culture is considered both a goal, a driving force for development, and a regulatory system. At the same time, it is necessary to promote soft power and the historical and cultural stature of Vietnam in the global context. It is necessary to pay attention to the characteristics of economic, cultural and social factors that are increasingly intertwined and intertwined in the new era.

To ensure that the Academy promotes its role as a national center for political theory research in providing comments on draft documents to be submitted to the 14th Party Congress, Mr. Doan Minh Huan said that the Board of Directors of the Ho Chi Minh National Academy of Politics has assigned specific tasks to units. Accordingly, specialized institutes focus on in-depth research on major issues, providing scientific arguments and specific policy recommendations; proactively updating new content into the curriculum, ensuring that new documents can be published immediately after the official documents are published.

The Academy's magazines and publishing agencies open columns and forums for in-depth exchange and discussion; promote the dissemination of the spirit and content of the 14th Congress, and at the same time focus on scientific criticism of issues on which there are still different opinions.

Regional Academies and Research Centers organize conferences and workshops to contribute ideas related to local and regional development practices.

Emphasizing that giving comments on the Party Congress documents is the Academy's high political responsibility to the Party, Permanent Deputy Director of the Ho Chi Minh National Academy of Politics Doan Minh Huan expressed his belief that the Academy's comment report will truly be a valuable scientific document, referenced and used by the Party's 14th Congress Document Subcommittee.

At the conference, delegates gave their opinions to make the implementation of the task of providing comments on draft documents of the 14th Party Congress truly effective, becoming a widespread political activity in the entire Academy system./.
