On October 5, 2022, the Ministry of Public Security completed the Steering Committee on Digital Transformation of the Ministry of Public Security with the participation of all leaders of the Ministry and Heads of 12 functional units under the Ministry. The Steering Committee issued the Operating Regulations to promote the personal responsibility of the members of the Steering Committee in performing assigned duties and tasks; proposed mechanisms, policies and solutions to promote digital transformation. During the operation, the Steering Committee on Digital Transformation and the Steering Committee for Project 06 have overlaps in composition and work content, so the meetings and directions of the Steering Committee for Project 06 are also aimed at promoting digital transformation.

In 2024, the Ministry of Public Security has identified it as the year the Public Security sector begins to transition to an electronic working environment and carry out comprehensive digital transformation of all aspects of Public Security work. To achieve the set goals, on February 6, 2024, the Ministry of Public Security issued Decision No. 829/QD-BCĐ on promulgating the 2024 Action Plan of the Steering Committee, including 71 tasks, including 20 regular tasks and 51 scheduled tasks. The conference was held to clearly assess the results, progress, and quality of the tasks set out in the 2024 Action Plan of the Steering Committee on Digital Transformation of the Ministry of Public Security.
Reporting at the Conference, Major General Dang Hong Duc, Chief of the Office of the Ministry of Public Security, Standing Member of the Steering Committee, said that in the first quarter of 2024, the Ministry of Public Security advised the Government to issue 02 directive documents, including: Directive No. 04/CT-TTg dated February 11, 2024 on continuing to promote the implementation of the Project on developing applications of data on population, identification and electronic authentication to serve national digital transformation in the period of 2022 - 2025, with a vision to 2030 in ministries, branches and localities in 2024 and the following years; Decision No. 175/QD-TTg dated February 14, 2024 of the Prime Minister promulgating the Plan to implement the Law on Identification.

Regarding the digitization of administrative procedure settlement results, in the first quarter of 2024, the Public Security sector digitized more than 2.7 million records and administrative procedure settlement results, bringing the total number of digitized records from July 1, 2022 to now to over 109 million records. Regarding the connection and sharing of population data, the National Population Database has received more than 1.5 billion requests to look up and verify information (an increase of 216 million requests compared to the same period in 2023); successfully synchronized over 268 million requests to synchronize citizen information into population data.
Regarding the utilities provided to people and businesses, in the first quarter of 2024, the Ministry of Public Security received over 21 million online public service records (the rate of online public service records nationwide reached 96.5%). The Ministry of Public Security has coordinated with the Government Office and ministries, branches and localities to deploy 02 interconnected public services "birth registration" and "death registration" (by the end of the first quarter of 2024, over 746,000 online interconnected "birth registration" records and over 63,000 online interconnected "death registration" records had been received)...

Under the direction of Lieutenant General Le Quoc Hung, member of the Party Central Committee, Deputy Minister of Public Security, Deputy Head of the Steering Committee on Digital Transformation of the Ministry of Public Security, delegates discussed and frankly acknowledged existing problems that need to be urgently resolved and overcome to accelerate the digital transformation process of the Public Security sector.

Concluding the Conference, Minister To Lam requested the Steering Committee on Digital Transformation of the Ministry of Public Security to take stronger and more drastic actions, promoting the role of a member of the Steering Committee of the Ministry to the highest level, together with the Ministry's leaders, promote and complete the set work programs and plans, in line with the role of "exemplary, pioneering", contributing to promoting the digital transformation task of the Government.
Emphasizing the task of building digital data, the Minister said that digital data is an important and essential component in building digital transformation; creating and exploiting digital data to generate new values is the fundamental difference of digital transformation. Currently, the Public Security sector is gradually forming national databases and specialized databases to serve the fight against crime and provide utilities for people and businesses. In particular, the National Database on Population and Citizen Identification Cards has been built and put into use; Database of foreigners entering and exiting Vietnam; Database of Vehicle Management to serve professional work and online public services.

In addition, the Minister requested that based on the collected digital data sources, it is necessary to organize the construction of digital platforms and information systems that can exploit and use digital data to create information and knowledge. Ensure resources for digital transformation because digital human resources are a team of cadres with the capacity to master digital technology equipment, have the ability to quickly adapt to changes in science and technology and have professional qualifications to implement the goals and requirements of digital transformation. At the same time, improve the efficiency and quality of providing online public services in the Public Security sector; ensure the security and safety of information systems serving national digital transformation and internal information systems of the Public Security sector; develop legal regulations serving digital transformation with the spirit that the law must be one step ahead and predictive...
