Chairman of Dong Nai Provincial People's Committee Vo Tan Duc has just issued a document to continue urging and reminding the Dong Nai Provincial Construction Project Management Board (investor of component project 1) about the delayed construction of the Bien Hoa - Vung Tau expressway project.
The document conveying Mr. Vo Tan Duc's opinion clearly stated: "The leaders of the Provincial Party Committee and the Provincial People's Committee have repeatedly affirmed that completing the technical traffic opening of the project before December 19, 2025 is a political responsibility, honor and prestige of Dong Nai province before the Prime Minister and the Ministry of Construction ".
Dong Nai Provincial People's Committee said that the construction volume in component project 1 of Bien Hoa - Vung Tau Expressway currently only reaches nearly 52% of the contract value, especially the volume of roadbed earth is still very large (about 800,000m3 ).
The investor is the Dong Nai Province Construction Project Management Board and the contractor has not yet found a solution. Therefore, there is a high risk of not completing the technical traffic opening of the project on December 19 as directed by the Prime Minister .
The Chairman of the Provincial People's Committee requested: "Mr. Dinh Tien Hai - Deputy Director in charge, Mr. Nguyen Linh - Deputy Director of the Provincial Construction Investment Project Management Board directly direct, operate and take full responsibility before the Provincial Party Committee, the Provincial People's Committee and the Chairman of the Provincial People's Committee for the progress, quality, volume and effectiveness of the implementation of the Bien Hoa - Vung Tau Expressway Component 1 project".
The Provincial People's Committee leaders assigned the Department of Home Affairs to "monitor and evaluate the capacity, sense of responsibility and performance of the two Deputy Project Management Board Directors" mentioned above.
The Chairman of Dong Nai Provincial People's Committee also requested the Project Management Board to urgently add more subcontractors, direct construction contractors to increase machinery, equipment, gather materials and workers to speed up construction to make up for the delayed progress.
At the same time, direct contractors to strictly ensure traffic at existing overpasses and construction material transportation routes, ensuring traffic safety and environmental sanitation.
Regarding the construction project of Ho Chi Minh City Ring Road 3, Dong Nai province assessed that the construction progress of the 3 packages has reached nearly 51% of the contract value (slower than planned). Therefore, Dong Nai Provincial People's Committee requested the Provincial Construction Investment Project Management Board to continue and direct contractors to increase human resources, equipment, and organize construction in "3 shifts, 4 teams" to complete on schedule.
At the same time, the relocation of 8 high-voltage power poles must be completed in November according to the direction of Deputy Prime Minister Mai Van Chinh.

Dong Nai Provincial People's Committee also said that traffic safety at existing roads intersecting with the highway project and construction material transportation routes have been seriously damaged, not ensuring traffic safety, greatly affecting people's travel.
Therefore, the Provincial People's Committee requests the Department of Construction to clearly perform its role in state management of the field of traffic and transportation in the province. Inspect and strictly handle investors and contractors who do not implement solutions to ensure traffic safety on exploited routes, and transport materials that are damaged, scattered, causing environmental pollution...
Only 50 days and nights left to complete the highway as committed
Before the Provincial People's Committee named the leader of the Dong Nai Provincial Project Management Board, the Department of Construction reported that the Construction Investment Management Board had been determined in urging contractors to speed up progress on the Bien Hoa - Vung Tau Expressway, but the results were not high.
The implementation of construction has not had much "breakthrough" progress in terms of the volume of construction items (especially the embankment) and there is still a very large amount of unfinished work, almost unable to be completed according to the commitment of the construction units.
The Department of Construction also proposed to be more drastic in transferring the volume and handling weak contractors according to the contract. Research and propose "breakthrough" solutions for contractors to mobilize all resources with the highest determination "no way back, only way forward" to "speedily" complete the remaining construction volume within 50 days and nights to ensure technical traffic opening on December 19 as committed.
