Early on the morning of November 10, typhoon Fung-wong entered the eastern sea of ​​the North East Sea, becoming the 14th typhoon of 2025. At 4:00 a.m., the eye of the storm was at about 17.3 degrees North latitude; 119.3 degrees East longitude; the strongest wind near the eye of the storm was level 13, gusting to level 16; moving in the West Northwest direction at a speed of about 25 km/h. Due to the influence of the storm, the eastern sea of ​​the North East Sea had strong winds of level 8-10; the area near the eye of the storm was level 11-13, gusting to level 16, waves 5.0-8.0m high, the area near the eye of the storm was 8.0-10.0m. The sea was very rough.

Implementing the Official Dispatch No. 29/CD-BCĐ-BNNMT dated November 10, 2025 of the National Civil Defense Steering Committee on proactively responding to storms in the East Sea, to proactively respond to storm Fung-wong (storm No. 14) causing strong winds, big waves, thunderstorms at sea and post-storm floods, the General Staff requests units to strictly maintain on-duty regime, proactively monitor and grasp the situation of storms and post-storm floods; deploy preventive measures to ensure the safety of barracks, warehouses, and works under construction; prepare forces and means to respond promptly and effectively when situations arise; ensure absolute safety of people and vehicles when performing tasks.

The General Staff requested Military Region 3, Military Region 4, and Military Region 5 to direct the Military Commands of provinces and cities to coordinate with relevant departments, branches, and sectors to advise local Party committees and authorities to effectively inspect and review response plans and options, especially in key areas; coordinate with units to mobilize forces and means to help the government and people evacuate households in dangerous areas to safety; and prevent unfortunate human losses due to carelessness and subjectivity.

The Border Guard Command directed the Border Guard Commands of coastal provinces and cities from Quang Ninh to Dak Lak to coordinate with local authorities, using all measures to inform about the storm's developments, continue to check, count, and guide ships, boats, and vehicles operating at sea to escape or not enter dangerous areas to storm shelters, ensuring safety.

The Vietnam Navy and Coast Guard direct their subordinate agencies and units to deploy safety measures; prepare forces and means for search and rescue when situations arise at sea and on islands. The Air Defense - Air Force and Army Corps 18 inspect and review plans, organize forces and means to be ready to conduct search and rescue flights when ordered.

The General Staff also reminded the 12th Corps, 34th Corps, Artillery - Missile Command and other corps and services to review and supplement plans and options; closely coordinate with local authorities where they are stationed to prepare forces and means to participate in rescue when requested by the locality.

The Military Industry - Telecommunications Group, the Signal Corps, and relevant agencies and units ensure smooth communication to serve the Government and the Ministry of National Defense in conducting civil defense activities.

The General Departments: Logistics - Engineering, Defense Industry, General Department II, according to their functions and tasks, strengthen direction, urge, and inspect subordinate units to do a good job of responding to storms, ensuring the safety of warehouses, factories, weapons and equipment; ensure good logistics and technology to serve the work of responding to and overcoming the consequences of natural disasters; proactively coordinate, issue and promptly transport rescue supplies and equipment to help localities respond to and overcome the consequences when situations occur.

The units organize implementation and report to the General Staff through the Ministry's Command and the Rescue Department for monitoring and direction.
