The Draft Decree detailing a number of articles of the Housing Law on the development and management of social housing consists of 7 chapters and 78 articles detailing a number of articles, clauses, and points stipulated in the Housing Law 2023, such as: Selection of investors for social housing construction investment projects; determination of selling prices, hire-purchase prices, and rental prices of social housing invested in construction not using public investment capital or trade union financial resources; procedures for selling and leasing social housing, etc.
The draft Decree has many new points such as: Regulations on land for building social housing in commercial housing construction investment projects; stages of social housing construction investment projects; investors of social housing construction investment projects; incentives for investors of social housing construction investment projects; notably regulations on types of houses and area standards of social housing invested in by households and individuals for rent... According to the roadmap, the Decree will take effect from July 1, 2024, replacing the old Decrees on the development and management of social housing.

At the conference, delegates from ministries, experts and localities reviewed, discussed and commented on controversial issues in the draft Decree. Some opinions suggested reviewing some contents of the draft Decree.
Concluding the conference, Deputy Prime Minister Tran Hong Ha requested the Ministry of Construction to closely review regulations and procedures, and absorb comments to seriously complete the Decree before submitting it to the Government for approval. It is necessary to have clear regulations on criteria and conditions, as well as review planning and land funds for social housing in urban and rural development policies; continue to coordinate with ministries, branches and localities to review procedures on social housing; strengthen the State management role in social housing. At the same time, identify social housing subjects; clarify the theoretical and practical basis, feasibility in implementation, and ensure the enforceability of the Law when it comes into life.
