The 16th Conference of the Joint Working Committee between 4 provinces (Vietnam) and Guangxi Zhuang Autonomous Region (China)

NDO - On the afternoon of February 21, in Ha Long City (Quang Ninh), the 16th Conference of the Joint Working Committee between the provinces of Quang Ninh, Lang Son, Cao Bang, Ha Giang (Vietnam) and the Guangxi Zhuang Autonomous Region (China) took place. The conference was co-chaired by the Head of the Delegation of the Joint Working Committee of the four provinces of Vietnam and the Guangxi Zhuang Autonomous Region, China.

Speaking at the conference, Vice Chairman of the Quang Ninh Provincial People's Committee Cao Tuong Huy highlighted the most effective cooperation contents between four Vietnamese provinces and the Guangxi Zhuang Autonomous Region, China.

The two sides have increased friendly exchanges and delegations; seriously implemented and coordinated border management and protection according to the three legal documents on the Vietnam-China land border and related agreements. At the same time, they have promoted cooperation in the fields of trade, investment, opening and upgrading border gates, facilitating customs clearance; and in the fields of education and health.

Vice Chairman of Quang Ninh Provincial People's Committee Cao Tuong Huy spoke at the conference.

At the conference, after reviewing the results of the implementation of the contents of the memorandum of understanding at the 15th Joint Working Committee Meeting in 2024, all parties agreed that certain results had been achieved, and exchange and cooperation activities between the parties were increasingly comprehensive and substantive, bringing practical benefits.

Based on the cooperation orientation contents agreed upon by the Provincial Party Secretaries and Regional Party Committees of the 5 provinces and regions in the Minutes of the 2025 Spring Meeting and the results of the discussion and agreement at the conference, the parties agreed on the cooperation orientation contents in 2025 with cooperation contents focusing on the following areas: Friendship exchange; border management cooperation; economic and trade cooperation, traffic connection, border gate construction, customs clearance facilitation, tourism, education, health, agriculture, communications; promoting cultural and social exchanges; gradually promoting cooperation between provinces and regions to be increasingly substantive and effective on the basis of comprehensive and effective cooperation at the local level of the two countries, actively contributing to the development and deepening of the Vietnam - China Comprehensive Strategic Cooperative Partnership from the local level.

At the 16th Conference, the parties agreed to expand the Joint Working Committee with the participation of Hai Phong City. Accordingly, from the 17th Conference, the Joint Working Committee will have the participation of 5 provinces and cities: Quang Ninh, Lang Son, Cao Bang, Ha Giang, Hai Phong (Vietnam) and Guangxi Zhuang Autonomous Region (China).

The conference also agreed on the 2026 Spring Meeting Program and the 17th Meeting of the Joint Working Committee hosted by the Guangxi Zhuang Autonomous Region.
