Speaking at the opening of the training conference, Director of the Department of Planning and Finance Nguyen Truong Son emphasized: Bidding in the health sector is of core importance in ensuring the quality of drugs, supplies and medical equipment in accordance with actual needs, while protecting the rights of patients and optimizing the efficiency of resource use. Effective bidding not only helps save the state budget but also contributes to improving the quality of health services and enhancing people's trust. In recent times, bidding for the procurement of drugs and medical equipment has always been an important task that the National Assembly, the Government and the whole society pay special attention to. In recent years, the National Assembly, the Government, the Ministry of Finance and the Ministry of Health have coordinated to issue important new regulations to enhance the effectiveness of bidding. Especially in 2024 and 2025, the system of legal policies on bidding has undergone strong and extensive adjustments. These changes have solved urgent problems for agencies and units in updating, thoroughly understanding and synchronously organizing and implementing bidding within the unit.

At the Conference, delegates were introduced, analyzed and clarified the new points that have been changed and the points that need to be noted in the provisions of the law on bidding in 2025 such as: disseminating new points in Law No. 57/2024/QH14 and Law No. 90/2025/QH15 on bidding; implementing Decree No. 214/2025/ND-CP dated August 4, 2025 of the Government and Circulars No. 79/2025/TT-BTC, 80/2025/TT-BYT guiding the implementation. Delegates also listened to a report sharing practical experiences on the procurement of drugs and medical equipment from representatives of the University of Medicine and Pharmacy Hospital. Ho Chi Minh City, contributed comments on the draft amendment and supplement to Circular No. 07/2024/TT-BYT and participated in discussions and resolved difficulties and problems during implementation at the grassroots level.
The training conference is an opportunity for the Lao Cai provincial health system to unify the understanding and implementation of legal regulations on bidding, while enhancing the capacity of staff, contributing to improving the efficiency of procurement and bidding work, better serving the task of protecting, caring for and improving people's health.
