Online conference on implementing the Land Law, Housing Law and Real Estate Business Law

On the afternoon of October 8, Deputy Prime Minister Tran Hong Ha chaired the national online conference on the implementation of the Land Law, Housing Law and Real Estate Business Law. Comrade Le Huyen, Vice Chairman of the Provincial People's Committee attended the conference at the Ninh Thuan provincial bridge.

Implementing the 2024 Land Law, the Housing Law and the Real Estate Business Law, the Ministry of Natural Resources and Environment and the Ministry of Construction have proactively urged and guided localities to urgently speed up the construction progress and issue detailed implementation documents according to their assigned authority. The propaganda and dissemination of new contents of the 3 draft laws have also been widely disseminated and informed on mass media. To date, 47/63 provinces and cities have completed the issuance of a number of documents detailing the implementation of the 2024 Land Law and 12/63 provinces and cities have issued documents detailing the Housing Law and the Real Estate Business Law.

At the conference, ministries, branches and localities raised a number of difficulties and limitations that caused delays in the issuance of documents detailing the implementation of draft laws, such as: Problems related to adjusting land price lists; procedures on land financial obligations; inappropriate compensation and support prices when the state reclaims land in some places; the process of establishing and publicizing plans for housing development areas has not been specifically guided...

Concluding the conference, Deputy Prime Minister Tran Hong Ha said that many localities have not yet promptly and fully issued documents implementing the laws under their authority; therefore, a complete and synchronous legal corridor has not been created, causing certain difficulties in applying them in practice. The Deputy Prime Minister requested localities to urgently review all issued circulars and decrees; coordinate with relevant ministries and branches to proactively resolve arising problems in the locality, speed up the issuance of documents detailing the implementation of the Land Law, Housing Law and Real Estate Business Law before October 15, 2024. At the same time, promote the dissemination and popularization of laws to the people and the business community, creating synchronization, unity and feasibility in the implementation process.
