Workshop on the East Sea: Parties need to maintain dialogue and comply with international law

Resolving disputes peacefully , without using or threatening force in the East Sea, is an issue that has received the attention of many delegates and scholars attending the International Conference on the East Sea held on October 23-24 in Ha Long City (Quang Ninh).

In the new era, the South China Sea will be the bridge between the Indian Ocean and the Pacific Ocean, a dynamic center for global growth and prosperity.

The East Sea is an important link in the global supply chain, a cultural crossroads where civilizations intersect, and a bridge between the world 's power centers. Therefore, maintaining stability and peace in the East Sea is of interest to many countries.

Deputy Minister of Foreign Affairs Do Hung Viet said that the workshop was held on the occasion of the 30th anniversary of the entry into force of the United Nations Charter and the United Nations Convention on the Law of the Sea. This important milestone contributes to reaffirming the importance of the Convention - a comprehensive legal framework that all activities at sea and in the ocean must comply with. This is the basis for national, regional and global action and cooperation in the maritime space. The integrity of the Convention must be maintained.

Mr. Sidharto Reza Suryodipuro, Director General of ASEAN Cooperation, Ministry of Foreign Affairs of Indonesia, Head of SOM ASEAN Indonesia, said that the East Sea is Indonesia's top priority; at the same time, emphasizing the central and important role of ASEAN will ensure the East Sea is a sea of ​​peace, stability and prosperity.

Australian Foreign Minister and MP Tim Watts affirmed that Australia supports a peaceful, stable and prosperous region that complies with international law and ensures free and unimpeded maritime routes. At the same time, he wishes to strengthen cooperation with partners, expand maritime cooperation, and protect marine resources and the environment in the region.

Catherine West, Minister of State for the Indo-Pacific, Foreign Office of the United Kingdom, shared the UK's stance of maintaining a free, open and secure Indo-Pacific region, and looking forward to cooperating with partners in the maritime sector.

Assessing ASEAN, many opinions say that although ASEAN faces many challenges, it needs to strongly affirm its role and contribute to peace and stability, helping all parties to coexist peacefully.

Many opinions call on ASEAN to further promote the spirit of the Treaty of Amity and Cooperation to control regional conflicts... ASEAN needs to maintain its "centrality" and solidarity, while promoting multilateral diplomacy and based on international law, through innovative approaches, appropriate policy adjustments, improved mechanisms, and strengthening and diversifying international partners.

According to Dr. Hoo Chiew Ping, Senior Fellow, East Asia International Affairs Group (EAIR), Malaysia, in terms of ways to ensure stability in the East Sea, countries should try to reduce tensions in the disputed waters. The "gray zone" situation may not be serious yet but can lead to a hot war at any time. Therefore, countries need to maintain dialogue to minimize misunderstandings.

Judge Horinouchi Hidehisa, International Tribunal for the Law of the Sea (ITLOS), said that UNCLOS plays an important role in the East Sea issue, including the 2016 Final Award of the Arbitral Tribunal under Annex VII of UNCLOS, which is binding on the parties concerned.

The judge shared that negotiations, using peaceful means and increasing awareness of the issue remain the main solutions to create long-term stability in the East Sea.

Scholars discussed common challenges to international maritime safety and freedom, emphasizing that the Red Sea and the East Sea have many similarities. Many lessons and experiences were shared, including promoting the role of international organizations such as the IMO (International Maritime Organization).

Many international delegates and scholars also said that it is necessary to condemn aggressive actions in the East Sea and unite to prevent and combat aggressive acts. At the same time, they called on all parties to not allow any state entity to go against the United Nations Charter and the United Nations Convention on the Law of the Sea, violating the sovereignty of other countries./.
