National Assembly deputies met in the hall on the afternoon of October 31.

The National Assembly is expected to spend the whole working day in the hall continuing to discuss the Assessment of the results of the implementation of the 2023 socio -economic development plan; the projected socio-economic development plan for 2024; and the mid-term assessment of the implementation of the 2021-2025 socio-economic development plan.

Delegates also discussed the Economic Restructuring Plan for the 2021-2025 period; Results of the implementation of Resolution No. 43/2022/QH15 on fiscal and monetary policies to support the Socio-Economic Recovery and Development Program.

Government report on piloting a number of specific mechanisms and policies for the development of Da Nang city; Results of reviewing the system of legal documents according to the provisions of Resolution No. 101/2023/QH15 on the 5th Session, 15th National Assembly.

Previously, on the afternoon of October 31, the National Assembly held a plenary session in the hall where delegates expressed their concerns, focused on discussing and giving opinions on the results of implementing the socio-economic development plan.

Public investment is the driving force for socio-economic development.

Emphasizing that public investment capital is a resource and a driving force for socio-economic development, delegate Nguyen Dai Thang, National Assembly delegation of Hung Yen province, said that in order to achieve the highest GDP growth target of 2023, public investment needs to be "exploded" more strongly to promote production and business, to increase demand and total demand of the economy.

Accordingly, the Government needs to continue directing ministries, branches and localities to have more drastic solutions, remove difficulties and bottlenecks, especially in site clearance to speed up the disbursement of public investment capital.

Delegate Nguyen Dai Thang said that it is necessary to enhance the responsibility of leaders in deciding on investment policies and project investment decisions. Disbursement of public investment capital requires tightening discipline and order in investment and disbursement.

The Government needs to review and evaluate the effectiveness of public investment projects and have specific sanctions, clearly defining the rights and responsibilities of supervisory agencies to promptly prevent investments in ineffective, unnecessary, and wasteful projects.

Delegate Nguyen Dai Thang said that it is necessary to proactively review and transfer capital early from the beginning of the year according to authority between slow-disbursement projects to projects with better capital disbursement capacity according to regulations; speed up project investment procedures.

“According to current legal regulations, when there is money, the capital source must be clearly identified before an investment project can be established, so it takes time to prepare for the project investment before it can be disbursed. This is one of the obstacles and bottlenecks, one of the reasons why the implementation of public investment capital disbursement is difficult and slow,” said delegate Nguyen Dai Thang.

Delegates proposed that the Government direct relevant ministries and branches to find solutions to remove obstacles, promptly arrange budget sources to establish investment projects, and ensure that when investment capital is allocated, project implementation is smooth and disbursed immediately.

Review regulations to strongly implement key national projects and works

Speaking at the meeting, delegate Nguyen Van Manh, National Assembly delegation of Vinh Phuc province, said that in the past time, there were many serious difficulties and challenges, but thanks to the leadership of the Party Central Committee, the coordination of the National Assembly and agencies in the political system, the 5-year economic development plan has achieved quite comprehensive results.

Delegates highly appreciated the implementation of key national projects, especially the breakthrough in transport infrastructure. These projects, if completed on schedule, will create a new look for the country's transport, creating momentum for the economy to take off in difficult conditions.

However, delegates said that there are still some shortcomings and limitations, especially in institutional improvement. Specifically, some draft laws and proposals for law making have not met quality requirements, many legal documents are still overlapping, entangled, and have not been promptly amended, supplemented, or replaced.

Through review, many legal documents are still contradictory, overlapping, and inadequate, especially in the fields of land, auction, public assets, finance, etc.

Delegates suggested that the Government continue to direct ministries and branches to continue researching and reviewing overlapping, complicated and inadequate legal regulations, proactively proposing timely consideration, adjustment, supplementation and replacement to remove institutional bottlenecks, free up resources, and create conditions to promote the implementation of socio-economic development plans.
