The National Assembly discussed in groups: (1) Additional assessment of the results of the implementation of the socio-economic development plan and state budget in 2022; the implementation of the socio-economic development plan and state budget in the first months of 2023; (2) Practice of thrift and anti-waste in 2022; (3) Approval of the 2021 state budget settlement; (4) Adjustment of the investment policy of the Ka Pet Reservoir Project, Ham Thuan Nam District, Binh Thuan Province; (5) Decision on the investment policy of the traffic project from National Highway 27C to Provincial Road DT.656 in Khanh Hoa Province - connecting with Lam Dong and Ninh Thuan; (6) Assignment of the list and capital level for tasks and projects under the Socio-economic Recovery and Development Program; Assign, adjust and supplement the medium-term public investment plan of central budget capital for the period 2021-2025 and allocate the central budget capital investment plan in 2023 of the national target program; (7) Continue to implement the policy of reducing value added tax by 2% according to Resolution No. 43/2022/QH15 dated January 11, 2022; (8) Policy on investing additional charter capital for the Bank for Agriculture and Rural Development of Vietnam.

Content 1: The National Assembly listened to Minister of Natural Resources and Environment Dang Quoc Khanh, authorized by the Prime Minister, present the Report on the draft Law on Water Resources (amended); listened to Chairman of the National Assembly's Committee on Science, Technology and Environment Le Quang Huy present the Report on the review of the draft Law on Water Resources (amended).
Content 2: The National Assembly listened to Member of the National Assembly Standing Committee, Chairman of the National Assembly Economic Committee Vu Hong Thanh present the Report on explanation, acceptance and revision of the draft Law on Cooperatives (amended). After that, the National Assembly discussed in the hall a number of contents with different opinions of the draft Law on Cooperatives (amended).
At the discussion session, 15 delegates spoke and 1 delegate debated, in which the delegates basically agreed with many contents in the Report on explanation, acceptance and revision of the National Assembly Standing Committee. In addition, the delegates contributed their opinions on the institutionalization of the contents of 8 policies in Resolution No. 20-NQ/TW; Cooperative Federation; Cooperative Union; Cooperative Group; Representative Organization, Vietnam Cooperative Alliance System; Cooperative members; Cooperative Management Organization; Assets and finances of cooperatives and cooperative unions (contributed assets; transfer of capital contributions of members in cooperatives and cooperative unions; establishment of enterprises of cooperatives and cooperative unions; capital contribution, purchase of shares to participate in enterprises; internal credit of cooperatives; capital mobilization activities from members and internal lending in cooperatives and cooperative unions; undivided common funds, undivided common assets); auditing of cooperatives and cooperative unions; State policies on the development of Cooperative Groups, cooperatives and cooperative unions (criteria for benefiting from policies; policies on human resource development, information, consulting; cooperative development support funds; policies on access to capital and insurance); prohibited acts.
At the end of the discussion session, Minister of Planning and Investment Nguyen Chi Dung, on behalf of the drafting agency, explained and clarified a number of issues raised by National Assembly deputies.
