Implementing Project 3389/QD-BTC dated October 6, 2025 of the Ministry of Finance and directive documents of the Tax Department, from the beginning of November 2025, the Ha Tinh Tax sector has activated the campaign "60 peak days of converting business households from lump-sum tax to declaration" for business households across the province.
Up to now, after 1 month of implementation, the campaign has initially recorded many clear results, creating an important foundation for ending lump-sum tax from January 1, 2026.
Mr. Le Quoc Dung - Deputy Head of the Department of Personal Tax, Business Households and Other Taxes, Ha Tinh Provincial Tax Department said: "Immediately after the policy was issued, Ha Tinh Provincial Tax Department advised the Provincial People's Committee to issue Directive 17/CT-UBND dated November 14, 2025 on implementing the conversion of tax management methods for business households. At the same time, the unit issued Decision 1498/QD-HTI on the "60 peak days" plan and Decision 1510/QD-HTI to establish a steering committee and provincial-level implementation teams. At the grassroots level, 69 People's Committees of communes and wards have established steering committees, issued plans and organized working groups to go directly to business households. The Ha Tinh Provincial Tax Youth Union also took strong action, establishing 3 support teams to go directly to the grassroots to support installation, guidance and propaganda about the policy".
Communication work is promoted in a broad and continuous manner. Loudspeakers in wards and communes; radio stations in markets, villages and hamlets; mobile vehicles... are mobilized to the maximum. In digital environments, Facebook, Zalo, and TikTok have become effective interactive channels, helping information about tax conversion spread quickly and be easily accessible.
To date, more than 60% of communes and wards have organized propaganda conferences with the participation of business households, local authorities, banks, and software providers. These conferences are considered useful "information touchpoints", helping people understand correctly and fully about the new declaration model.
Mr. Vo Ta Cuong - Chairman of the People's Committee of Ky Hoa commune emphasized: "Determining the elimination of lump-sum tax and switching to declaration for business households is the top priority task, currently, the commune has synchronously and drastically implemented solutions. In particular, the locality has coordinated with the tax sector to establish working groups to directly visit each business household to propagate, explain and mobilize. Thanks to that, up to now, nearly 1,000 business households in the whole commune have mastered the policy. The awareness of business households has changed positively, many households have proactively installed and registered to buy software to declare and pay taxes".
Present at Ky Lam market, Ky Lac commune, amidst the bustling sounds of the village market, we clearly heard the loudspeaker broadcasting news about changing the tax management method for business households. After 1 month of propaganda and support, up to now, 54 business households paying lump-sum tax at Ky Lam market have deployed the installation of the eTax Mobile application. Many households have made declarations on books so that when the regulation comes into effect, they will not be surprised.
Ms. Nguyen Thi Thanh - a clothing trader at the Ky Lam market intersection said: "When I first heard about abolishing lump-sum tax and switching to declaration, I was very worried. I am a small business owner, afraid of complicated procedures, and unfamiliar with record keeping. But after several times having tax officers come to my place to guide me, and then watching propaganda videos online, I found it easy to do. After installing the eTax Mobile application, paying taxes and looking up everything is quick, without having to run around asking like before. If I do business properly, my declaration will be clearer, the State will manage well and I myself will also know the income and expenses of the store."
From initial apprehension, the awareness of business households across the province is changing positively. As of November 27, Ha Tinh had 1,014 business households completing the conversion to tax payment by declaration method. In parallel with propaganda activities, the tax sector has stepped up technical support. In November alone, the staff directly supported 5,945 households to install the eTax Mobile application. Up to now, 43,575 households have installed the application (reaching 82% of the total number of business households across the province). Of which, the group of households paying lump-sum tax accounts for a very high installation rate: 14,697/15,033 households, equivalent to 98%.
The initial results of the campaign "60 peak days of converting business households from lump-sum tax to declaration" show the drastic participation of the entire political system, the change in people's thinking and the great determination of the Ha Tinh tax sector.
The review of information, household statistics, conference implementation, multi-platform communication, and high eTax Mobile installation rate have created a readiness for the next phase. In the coming time, Ha Tinh Provincial Tax will continue to expand direct support, strengthen cooperation with local authorities, coordinate with banks and software providers to ensure the conversion takes place on schedule, in the true nature and most conveniently for the people.
