Over 1.5 trillion VND in support for offshore fishing vessels.

In October 2017, the Provincial People's Committee established a Steering Committee to implement policies encouraging and supporting the exploitation and cultivation of aquatic products and marine fishing services in distant sea areas according to Decision 48/2010/QD-TTg of the Prime Minister and policies on fisheries development according to Decree 67/2014/ND-CP of the Government.

From 2010 to 2022, the Provincial People's Committee approved 1,056 fishing vessels registered to operate regularly in distant waters, providing financial support to fishermen totaling 1,547.3 billion VND. Specifically, during the period 2018-2022, the amount was 989.5 billion VND, including: fuel cost support for 6,161 fishing vessels/12,680 fishing trips/953.39 billion VND; support for hull insurance and crew accident insurance for 2,797 fishing vessels operating in distant waters with a total support of 24.52 billion VND; and support for crew accident insurance for 19,721 crew members with a total support of 4.85 billion VND. Financial support was provided for the purchase of 240 long-range HF radio communication devices with integrated satellite positioning (GPS) equipment for fishermen on fishing vessels, with a total support cost of VND 6.72 billion, and one shore station located at the Fisheries Sub-Department, with a cost of VND 0.26 billion. In the first phase of 2023, a total of 1,487 applications were approved, totaling VND 103.89 billion in support. This included support for fuel costs for round trips (VND 102.34 billion) and support for crew accident insurance (VND 1.5 billion) for 247 applications.

Many fishing vessels that regularly operate in distant waters receive support under Decision 48.

The implementation of the policy supporting fishermen operating in distant waters, as stipulated in Prime Minister's Decision No. 48, has yielded many practical results. This has encouraged fishermen to boldly venture into distant waters to exploit marine resources and related services, increasing their income and contributing to the socio-economic development of the locality; improving the technical skills, experience, and expertise of fishermen in offshore fishing. Simultaneously, it has promoted the development of large-capacity fishing vessels, in line with the State's orientation for the development of the marine resource exploitation industry, reducing pressure on coastal fishing, and increasing the presence of fishing vessels and fishermen in distant waters. This has helped to limit the number of fishing vessels violating foreign waters for illegal fishing, and enabled the timely detection and provision of information to relevant authorities regarding foreign fishing vessels encroaching on Vietnam's waters, significantly contributing to the affirmation and protection of the nation's maritime sovereignty and territorial integrity.
