In Ha Giang province, 17/18 agencies and units under the People's Committee of Ha Giang province have proactively coordinated with corresponding agencies and units under the People's Committee of Tuyen Quang province to discuss, work, and agree on a plan to merge the organizational apparatus; arrange departments, cadres, civil servants, public employees, workers, machinery, working equipment, and means of agencies and units to serve the organizational merger.

In order for the new provincial agencies and units to start operating immediately, without interruption, without affecting the activities of people and businesses, the number of cadres and civil servants of agencies and units expected to work in Ha Giang to handle some necessary and arising work is about 1,134/2,071 people, accounting for 54.75%.

There are 11/19 agencies and units with more than 50% of their employees working in Ha Giang (of the 11 agencies and units, there are 3 units with 100% of their employees working in Ha Giang due to the nature of their professional work and some public service units with specific characteristics). It is expected that 937/2,071 people, accounting for 45.24% of the staff and civil servants will transfer to work in Tuyen Quang and there are 80 leaders and managers who need to be reassigned.

For officials and civil servants of the provincial Party and mass organizations, it is expected that 218 people will work in Tuyen Quang and 129 people will work in Ha Giang.

The Fatherland Front and socio- political organizations are expected to have 110 people working in Tuyen Quang; 28 people working in Ha Giang. The provincial armed forces: The provincial police are expected to have 171 people working in Tuyen Quang, 2,496 people working in Ha Giang. As for the provincial Military Command and the provincial Border Guard Command, the competent authorities have not yet provided any guidance.

The central vertical agencies located in the province are expected to have 91 people working in Tuyen Quang; 574 people working in Ha Giang. The association organizations are expected to have 7 people working in Tuyen Quang; 81 people working in Ha Giang.

Regarding the plan to arrange working headquarters for provincial agencies and units working in Ha Giang after the merger: Arrange working headquarters of the Provincial Party Committee, Provincial People's Committee and departments, agencies and units under the Provincial People's Committee for about 708 people to work.

Due to the special nature of the functions and tasks of the agencies, the Department of Finance proposes to maintain the current status of the headquarters of 29 agencies and affiliated units; 42 units under the Department of Education and Training, 31 units under the Department of Health; branches of the Provincial Land Registration Office in the districts.

Regarding the arrangement of working equipment, for cadres and civil servants moving to work in Tuyen Quang, the assets and personal belongings will be transferred in their original state to the agency or unit receiving the civil servant.

Agencies and units must do a good job of political and ideological work, especially the exemplary role of key leaders; comply with the principles and regulations of the Central Government.

Arrange accommodation and workplaces in accordance with the actual conditions of each locality. Do not interrupt or affect the implementation of key targets and tasks; promptly resolve the regime for officials who request to retire. During the merger process, the province needs to pay attention to the handover and care of the old headquarters facilities, avoid waste in the headquarters, assets of agencies and units, and strictly manage records.

Departments, branches, and working groups assisting the Steering Committee for the merger of Tuyen Quang and Ha Giang provinces have specific directions on personnel arrangement and need to arrange personnel according to the viewpoint: Arrange heads of agencies and units according to the 50/50 plan and allocate appropriate personnel after the merger.

Specifically review the number of people going and staying and issues related to travel, accommodation and living for staff. Arrange headquarters, workplaces and equipment for those staying to work in Ha Giang. For staff staying to work long-term in Ha Giang, agencies and units need to have specific reports and clearly state the reasons.

For the number of cadres working in Tuyen Quang, it is necessary to clearly count the number of cadres without families and those with families to arrange accommodation and living conditions when merging the province; it is necessary to accurately count the number of cadres who quit their jobs.
