On July 20, at the 3rd meeting of the Government Steering Committee on science, technology, innovation, digital transformation and Project 06, Deputy Minister of Home Affairs Truong Hai Long reported on the results of administrative reform in the first 6 months of the year and the direction and tasks for the last 6 months of 2025.

Deputy Minister Truong Hai Long said that in the first 6 months of the year, ministries, branches and localities issued 2,758 documents to direct, urge and implement administrative reforms.
The Government and the Prime Minister have paid special attention to directing the process of arranging administrative units and operating the two-level local government organization model.
The settlement of administrative procedures for people and businesses has been ensured to be smooth, effective, and uninterrupted in accordance with the directions in the conclusions of the Politburo and the Secretariat.
According to Mr. Truong Hai Long, implementing Resolution 66 of the Government, ministries and branches have cut 872 administrative procedures and 90 business conditions. 13/14 ministries and agencies have updated and publicized statistical results and costs of compliance with administrative procedures on the National Database. 9/14 ministries have developed plans to cut and simplify administrative procedures.
Ministries and branches have also integrated and provided online public services for over 727 administrative procedures out of a total of 1,200 eligible administrative procedures under the authority of ministries and branches, reaching a rate of 60%.
Regarding the organizational structure, the Government has directed the reorganization and streamlining of administrative agencies, and issued decrees regulating the functions and tasks of ministries and branches. Localities have also organized specialized agencies in accordance with the two-level local government model, which will begin operating from July 1, 2025.
Regarding the implementation of policies and regimes for cadres, civil servants and employees affected by the restructuring of the apparatus according to Decree No. 178 and Decree 67, according to Mr. Truong Hai Long, as of July 17, the total number of people who have decided to quit their jobs is 83,399; the total number of people who have quit their jobs is 75,871 (retired and resigned).
Deputy Minister Truong Hai Long stated that in the last 6 months of 2025, ministries, branches and localities need to focus on resolving difficulties and obstacles and organizing the synchronous and effective operation of local governments at 2 levels, ensuring smooth, uninterrupted operation and no legal gaps.
Along with that, strengthen inspection, monitoring, and handling of difficulties in the operations of two-level local governments, serving people and businesses. Review job positions, innovate the evaluation of cadres and civil servants according to output results based on job positions, strengthen training and fostering, especially for commune-level cadres and civil servants to ensure smooth operation of two-level local governments.
