More than 800 pine trees 'disappear' in tourist area project in Da Lat

On October 24, the People's Committee of Lam Dong province said that it had issued a document assigning the Department of Agriculture and Rural Development of Lam Dong province to determine the violation in the loss of 804 pine trees in the Nam Ho tourist area project, Ward 10, Da Lat city, to serve as a basis for determining the value of compensation for damage to forest resources according to regulations.

According to Lam Dong Provincial Inspectorate, the Nam Ho Tourist Area project is invested by Nam Ho Tourism Construction Joint Stock Company (Nam Ho Company). In 2006, Nam Ho Company was leased 10.03 hectares of forestry land by Lam Dong Provincial People's Committee to implement the project. Then, in 2011, Lam Dong Province decided to allow Nam Ho Company to convert more than 25,733m2 of forestry land into specialized land for the construction of covered structures of nearly 15,000m2 and uncovered structures of over 10,000m2 .

At the same time, in 2006, Nam Ho Company received 2,416 pine trees from the Department of Agriculture and Rural Development, of which 681 trees had a diameter of 20cm or more, 1,020 trees had a diameter of 10 - 19cm and 715 trees were smaller than 10cm.

On April 17, 2007, Nam Ho Company was granted a license by the Department of Agriculture and Rural Development to exploit wood on an area of ​​9,740 m2 of natural pine forest, with a total of 348 pine trees exploited.

On May 23, 2018, Lam Dong Provincial People's Committee leased 5.01 hectares of forest to Nam Ho Company in part of TK155, which is a protective forest on forestry land and on land planned for 3 types of forests. Then, on October 12, 2021, the Department of Agriculture and Rural Development signed forest lease contract No. 19/HD-TR with Nam Ho Company with an area of ​​5.01 hectares for the purpose of management and protection.

However, Nam Ho Company committed 5 violations that damaged 15 pine trees. Da Lat Forest Protection Department issued 5 decisions to impose fines totaling 25.59 million VND.

The conclusion of the Lam Dong Provincial Inspectorate stated: "The total number of pine trees that Nam Ho Company received from the Department of Agriculture and Rural Development in 2006 was 2,416 trees; the total number of trees licensed for exploitation in 2007 was 348 trees, Da Lat City allowed 2 trees to be cut down, 15 trees were administrative violations. Thus, according to the records, the remaining number of pine trees is 2,051 trees".

However, the actual inspection now only has 1,247 trees, of which 729 trees have a diameter of over 20cm, 518 trees have a diameter of under 20cm. Thus, the total number of pine trees currently at the project is 804 trees less than the total number of trees that Nam Ho Company received in 2006.

Lam Dong Provincial Inspectorate discovered that the Nam Ho Tourist Area project had 58 construction works that were not in accordance with the granted construction permit, and 3 construction works were not constructed as reported in the project report. The commercial service area was not used for its intended purpose and was divided into 15 apartments. The restaurant area (4 units) did not have any food business activities but rather 3 villas.
