Reporting to the working delegation on the organization and operation of the People's Council and People's Committee of the commune, comrade Dinh Thi Truc My, Party Secretary and Chairwoman of the People's Council of Hoa Hoi commune, said that after officially coming into operation, the commune quickly completed its organization, stabilized its apparatus, ensuring smooth operation and effective service to the people.
The People's Council of the commune has held 2 meetings, issued 16 important resolutions related to the organization and personnel. Currently, the People's Council of the commune has 72 delegates divided into 8 groups, representing 18 hamlets. The People's Committee of the commune has also established all specialized departments, public service units and issued working regulations for the 2021-2026 term.
The commune has 15 affiliated schools with 394 officials and leaders. The Hoa Hoi Commune Public Administration Service Center with 9 transaction counters is operating effectively, receiving and processing nearly 180 administrative records in just the first 2 weeks.
The rate of online administrative procedure settlement reached over 75%, most of the records were returned before or on time. In particular, the commune has promoted digital transformation, synchronously applied the city's shared software, contributing to the transparency and modernization of state management.
However, the commune is still facing some difficulties such as: lack of staff, unsynchronized facilities, specialized software errors and no instructions for implementing some new policies after the merger.
The People's Council of Hoa Hoi commune has proposed that the People's Council and the People's Committee of Ho Chi Minh City direct departments, branches and sectors to soon open professional training courses for commune-level officials and provide additional equipment. Along with that, create conditions for provincial-level civil servants who have aspirations and expertise suitable for the job positions that the commune is lacking to be transferred to work at the commune and some other recommendations.
Concluding the meeting, Vice Chairman of the Ho Chi Minh City People's Council Nguyen Truong Nhat Phuong acknowledged and highly appreciated the efforts of the staff of the Hoa Hoi Commune People's Committee in the initial stage of operation. At the same time, the Vice Chairman of the Ho Chi Minh City People's Council also requested relevant departments and branches of the city to support the commune in removing difficulties and obstacles that the commune government is facing.
