The Power of Consensus
Many programs, policies, and support mechanisms aimed at helping the poor "settle down and have a career" have not been perfect in reality.
Local authorities have encountered many difficulties due to overlaps and duplications in identifying and counting families in need of support, as each program is implemented according to different regulations. The tendency of the poor to choose provincial support policies over central ones is because the level of local support is higher.
There is a risk that more than 173 billion VND of Project 1 of the National Target Program (NTP) for socio -economic development in ethnic minority and mountainous areas cannot be disbursed (will have to be returned to the central government), while resources from the provincial budget are limited.
According to the Provincial People's Committee, there are still 1,078 poor and near-poor households with temporary and dilapidated houses in 6 mountainous districts that need to be newly built or repaired and are not eligible for support under Resolution 13 of the Provincial People's Council on regulations on support levels for temporary and dilapidated houses.
Faced with the difficulty of calling for socialized resources and to reduce pressure on local budgets, take advantage of central budget support, and ensure consistent support levels for families according to the programs and policies being implemented, the Provincial People's Council has decided to add support groups with corresponding funding levels.
Meanwhile, the tuition support policy that was once on the agenda has been expanded. All educational institutions at all levels are 100% supported (including private ones, except for educational institutions with FDI capital).
When submitting, the Provincial People's Committee stipulated that educational facilities managed by the province, mountainous districts would receive 100% support from the provincial budget. Four localities that balance their own budgets (Tam Ky, Dien Ban, Nui Thanh, Hoi An) would only receive 50% support. Other districts would receive 70% support. The remaining budget would be balanced by the localities themselves.
The total support budget for 2 school years (2024 - 2025 and 2025 - 2026) is more than 112.8 billion VND (provincial budget 76.1 billion VND and district budget 36.7 billion VND).
However, according to the review and discussion at the meeting, the submitting agency and the Provincial People's Council both agreed that the provincial budget would support all of these costs. This is a new thing, demonstrating the open-mindedness of the government and the consensus of the Provincial People's Council members.
Quang Nam will reorganize 2 district-level administrative units and 10 commune-level ones. Redundant personnel will be considered during the reorganization, with policies in place, not leaving anyone behind to facilitate the reorganization, helping workers stabilize their lives has been taken into account.
In addition to the Government's policy, redundant professional and technical contract employees at public service units who are eligible for retirement or leave within 3 months (from the date of the decision to reorganize the administrative unit) will receive additional support policies from the province.
Early retirement benefits are increased by 70%, immediate resignation benefits are increased by 80% and this additional support level will not be lower than 50 million VND/person. As for contracted personnel supporting and serving in administrative agencies and public service units, depending on the time of social insurance payment, they will receive the highest support level of 50 million VND/person, the lowest level of 30 million VND/person.
Humanitarian policy
All members of the Provincial People's Council acknowledged that the mechanisms and policies issued (support for temporary housing, tuition fees, surplus arrangements, etc.) are really necessary and reasonable, creating motivation for local development. The localities committed to properly implementing the requirements set forth in the resolution.
Ms. Nguyen Thi Thu Lan - Secretary of Tam Ky City Party Committee said that the mechanism of exempting tuition fees for students at all levels of education in Quang Nam is reasonable. Most notably, the provincial budget supports 100% of the budget for localities, without decentralization to any locality, which is a very humane policy. This helps localities overcome the pressure of balancing the budget, and effectively solve the problem of education streaming for students.
In a related development, Mr. Tran Uc - Chairman of Dien Ban Town People's Committee said that stable local budget revenue is not a problem. The town had a revenue shortfall in 2023; in 2024, there is a risk of a revenue shortfall of 2,000 billion VND. If decentralization is given to localities to respond according to these support policies and mechanisms, it will also be difficult. This amount of funding is not small, but the provincial budget can balance it. This mechanism will help localities overcome difficulties. Once localities have stable budget revenue, the provincial government can review and re-calculate decentralization...
These mechanisms and policies all require finance. According to statistics, nearly 670 billion VND from the state budget has supported the construction and repair of houses for nearly 24,330 poor households. An additional 170 billion VND from the provincial budget and 10 billion VND from the central budget (2023 - 2025) will be needed to eliminate temporary and dilapidated houses. The number of surplus personnel, about 47 people, will be resolved with a budget of about 2.2 billion VND. Tuition support will be about 112.8 billion VND for 2 school years.
It is known that the total budget revenue in the past 9 months was too low compared to the same period in 2023, reaching only 61.2% of the estimate. It is not known whether the budget revenue target will be achieved by the end of the year or not, what resources will be used to spend and disburse for policies and mechanisms related to finance that will take effect from October 7, 2024?
Chairman of the provincial People's Committee Le Van Dung said that decentralization has been implemented, but local budget autonomy is at risk of revenue shortfall. The provincial budget is also "patching up", but will save money on 100% tuition support. The removal of temporary and dilapidated houses needs to be properly counted, to avoid lawsuits. If an incident occurs, it will be difficult to handle.
“The important thing is consensus. As for money, even if we are poor, we will be able to take care of it. The provincial budget is difficult, but the Provincial People's Committee will manage and allocate enough funding to implement these policies and mechanisms,” said Chairman of the Provincial People's Committee Le Van Dung.
