On the occasion of attending the 15th Annual Pioneers Meeting of the World Economic Forum (WEF Dalian 2024) and working in China, on the morning of June 27, in Beijing, Prime Minister Pham Minh Chinh and Deputy Premier of the State Council of China Truong Quoc Thanh attended and spoke at the Conference "Vietnam-China Cooperation on Strategic Transport Infrastructure Development and the Role of Vietnamese-Chinese Enterprises".

Attending the conference on the Vietnamese side were Minister of Foreign Affairs Bui Thanh Son; Chairman of the State Capital Management Committee at Enterprises Nguyen Hoang Anh; Minister of Industry and Trade Nguyen Hong Dien; Minister of Transport Nguyen Van Thang; Minister of Information and Communications Nguyen Manh Hung; Governor of the State Bank of Vietnam Nguyen Thi Hong.

On the Chinese side, there were Chinese Ambassador to Vietnam Hung Ba; Deputy Secretary General of the State Council of China Sun Guangwu; Vice Minister of Transport of China Wang Gang; and Deputy Director of the State Capital Management Committee of Chinese Enterprises Cau Bang. Notably, the conference was attended by nearly 500 delegates who are large enterprises and economic groups in the Vietnam-China infrastructure sector.

Citing the Chinese proverb "if you want to get rich, build roads first," speaking at the conference, Chinese Deputy Prime Minister Zhang Guoqing said that over the years, China has developed a smooth, safe, sustainable, and highly efficient transportation system with world-leading highways, high-speed railways, airports, and seaports.

Besides, China has reached out to cooperate and invest in the transportation sector in some countries in the region such as Cambodia, Indonesia, and Laos.

According to Deputy Prime Minister Truong Quoc Thanh, Vietnam and China have both land and sea borders. Traffic between Vietnam and China is connected not only by air and sea but also by road and railway. The two sides have cooperated in a number of Vietnam's transport projects such as the Cat Linh-Ha Dong urban railway (Hanoi)...

The two visits of General Secretary Nguyen Phu Trong to China (late 2022) and General Secretary and President of China Xi Jinping to Vietnam (December 2023) as well as the meeting between General Secretary and President of China Xi Jinping and Prime Minister Pham Minh Chinh during this working trip agreed to promote the Comprehensive Strategic Cooperative Partnership and the Vietnam-China Community of Shared Future with strategic significance for increasingly more substantial, effective and sustainable development, including the task of connecting infrastructure, especially connecting the two countries' transport infrastructure, in line with China's "Belt and Road" initiative and Vietnam's "Two Corridors, One Economic Belt".

Chinese Vice Premier Zhang Guoqing welcomed agencies and enterprises of the two countries to jointly promote cooperation in various fields, especially cooperation in developing transport and connecting transport between the two countries; he said that, along with the leading role of state-owned enterprises, it is necessary to mobilize private enterprises of both sides to participate in this important task.

Speaking at the conference, Prime Minister Pham Minh Chinh emphasized that developing strategic transport infrastructure connectivity between Vietnam and China is of special importance, an objective need because the two countries are "mountains connected, rivers connected". This facilitates people-to-people and goods exchanges, regional and international connections; China can enter the Association of Southeast Asian Nations (ASEAN) through Vietnam; Vietnam can enter Central Asian and Eastern European countries through China.

With its superior thinking and vision, China has developed the most complete, modern, and largest-scale road and rail transport system in the world. Vietnam wishes to learn from China's experience in cooperating in the field of strategic transport infrastructure.

Vietnam and China are two close neighbors, so they have the conditions to develop 5 modes of transport. In recent times, transport cooperation has developed strongly, achieved many positive results, contributing to the strong development of bilateral trade relations.

Prime Minister Pham Minh Chinh said that many Chinese enterprises have won bids and participated in the construction of key transport projects in Vietnam such as the Noi Bai-Lao Cai, Ho Chi Minh City-Long Thanh-Dau Giay expressways, the Cat Linh-Ha Dong urban railway, etc. According to the Prime Minister, if railway systems are developed to connect the belt transport systems in Hanoi and Ho Chi Minh City, it will bring great efficiency.

Regarding cooperation in researching three railway routes connecting China with Lao Cai-Hanoi-Hai Phong, Lang Son-Hanoi, Mong Cai-Ha Long-Hai Phong, Vietnam is focusing on implementing them with a spirit of not being perfectionist, not being hasty, doing things steadily, contributing to perfecting the cooperation framework of "Two corridors, one belt", "Belt and Road". The Prime Minister frankly pointed out that the results of cooperation in strategic transport infrastructure are not commensurate with the potential, strengths, and desires of the two sides. The intermodal railway route is still difficult due to different gauges; river transport is still limited due to clearance of border bridges, and expressways are difficult to connect.

The two sides have not yet implemented large, typical strategic transport infrastructure projects; and have not yet resolved the obstacles of a number of old cooperation projects. The number of Chinese enterprises participating in the construction of strategic infrastructure development projects is still modest, and no enterprises have participated in the form of public-private partnership. The resource mobilization mechanism is still difficult, not flexible, effective, and has many problems. The specific cooperation framework between the two countries in the field of strategic transport infrastructure is not complete and adequate.

Based on the analysis of causes and lessons, the Prime Minister suggested that the railway industry should soon implement three projects, especially the Lao Cai-Hanoi-Hai Phong railway project.

Regarding urban railways, continue to actively implement projects in Hanoi and Ho Chi Minh City, and encourage Chinese enterprises to participate in investment under the form of public-private partnership (PPP).

The Prime Minister said that the Government plans to assign relevant agencies to study and report on the proposed Intergovernmental Agreement on coordination and implementation of three Northern railway projects. After relatively good implementation, it will be expanded to other routes with great demand; focusing on preferential loans from China with its own mechanism, technology transfer, accompanied by human resource training and experience transfer for Vietnam to form a railway industry, in which human resource training plays a decisive role.

The Prime Minister also requested to promote the expansion of air routes between the two countries, increase the frequency of flights with high demand; have policies to encourage the development of Vietnam-China tourism; and accelerate the implementation of road projects connecting the two countries, especially connecting highways and border road bridges.

Regarding capital mobilization, prioritizing budget capital, preferential loans, mobilizing state resources from annual budget sources, state investment, borrowing capital, issuing government bonds, etc., the Prime Minister said that Vietnam focuses on attracting capital from businesses on both sides for infrastructure connection projects between the two countries in the forms of PPP and build-operate-transfer (BOT).

For businesses of the two countries, Prime Minister Pham Minh Chinh proposed to further promote cooperation in the form of joint ventures and partnerships with the principles of "harmonious benefits, shared risks", "working together, winning together, developing together", and soon having symbolic cooperation projects between the two countries. The Prime Minister hoped that in the coming time, there would be a breakthrough in the relationship between the two countries, in the spirit of "6 more", including more substantial and more effective.

At the conference, ministries, branches, agencies and enterprises in the field of transport infrastructure of the two countries shared about the development situation of transport infrastructure in each country; good experiences, practical lessons for development; suggested directions for cooperation in developing Vietnam's transport infrastructure, especially in the stages of planning, design, resource mobilization, site clearance, implementation, management and operation, application of information technology, digital transformation, etc.

Concluding the Conference, acknowledging the enthusiastic and responsible opinions of the delegates, with the desire to concretize the high-level agreements of the two countries into specific products, Prime Minister Pham Minh Chinh emphasized that Vietnam has needs but limited resources, technology, and human resources; China needs to help Vietnam with preferential loans, advanced technology for transport development, especially green transport, green transformation, human resource training, and smart governance.

Delegates attending the conference exchanged and shared valuable experiences in developing strategic transport infrastructure, proposed orientations, tasks, and solutions, especially lessons on technology transfer and human resource development in the railway sector where China has strengths.

The Prime Minister called on Chinese corporations and groups to invest, bid, and participate in the construction of large projects, especially breakthroughs in the fields of transportation, digital transformation, green transformation, and clean energy. In the immediate future, enterprises of the two countries will form joint ventures and associate with each other in the spirit of sincerity, efficiency, and trust, ignoring previous difficulties; the cooperation process must be mutually beneficial, sharing difficulties; fighting negativity and corruption, not allowing capital to increase; enterprises must demonstrate a spirit of sharing, vision, and action with high morale, determination to invest, boldly cooperate to implement, exuding a spirit of readiness to do, readiness to commit, readiness to share, "turning nothing into something, turning the impossible into possible", "only discussing doing, not discussing retreating".

In the spirit of "being ready to listen and share with businesses," the Prime Minister said that through conferences and forums, Vietnam has gained a lot of experience, has orientations, and suggestions on building management mechanisms and policies, creating better opportunities for businesses; affirming that Vietnam is ready to share difficulties with you, to work together to do better in the coming period, contributing to implementing the agreement of the two countries' senior leaders in the spirit of the Community of Sharing the Future of the two countries, for the benefit of the people of the two countries.
