Tay Yen Tu commune - in the mountainous district of Son Dong (old) was established on the basis of merging Tay Yen Tu town (type V urban area) and Thanh Luan commune (type III). Located at the gateway connecting Bac Ninh province with Quang Ninh province, in the World Heritage complex of Yen Tu - Vinh Nghiem - Con Son, Kiep Bac, this locality has many favorable conditions to develop services, tourism, processing industry and high-tech agriculture. In the story of bringing the congress resolution into life, comrade Le Duc Thang, Secretary of the Commune Party Committee said: "Building Tay Yen Tu into a ward is not only a key political task but also the aspiration of the Party Committee and the People. We hope that people will enjoy urban amenities, economic development, services and tourism, thereby contributing to the goal of making Bac Ninh a centrally-run city before 2030".

The Resolution of the Party Congress of Tay Yen Tu commune for the 2025 - 2030 term concretizes the aspiration to become a ward with 15 goals, 5 key tasks, 3 breakthroughs, 5 groups of solutions and 6 key programs. The economic development direction of the commune focuses on services - tourism - industry, considering tourism as a key economic sector. In the vision of regional linkage, Tay Yen Tu is identified as a strategic connection point between 3 provinces and cities: Bac Ninh - Quang Ninh - Hai Phong. Secretary of the Party Committee of the commune Le Duc Thang analyzed: Linking with Quang Ninh will open a corridor to the sea, connecting Cai Lan - Van Don port, bringing industrial products, agricultural - forestry products, FSC wood to the international market. Linking with Hai Phong city to develop logistics, logistics services and high-tech industry, expanding the marine economic space. Cultural - tourism links form the "Heritage Journey and Truc Lam Zen" route connecting Do Temple - Phat Tich - Vinh Nghiem - Tay Yen Tu - Yen Tu - Ha Long. Tay Yen Tu also possesses rich forest and mineral resources, with two coal mines Dong Ri and Bao Dai I with reserves of more than 160 million tons, along with 25 thousand hectares of FSC-certified planted forests. This is the basis for forming an international standard export wood processing center, developing a green supply chain, linking forests - industry - seaports in a sustainable direction.

To realize the aspiration, many infrastructure projects have been identified by the commune as priority investment projects such as: Roads connecting to Quang Ninh province, lighting systems, water supply and drainage, schools, medical stations, central markets, centralized cemeteries and waste treatment areas. Not only focusing on infrastructure, Tay Yen Tu also puts digital transformation as a pillar of development, towards digital government - digital economy - digital society, taking the satisfaction of people and businesses as a measure of efficiency. The locality also focuses on developing high-quality human resources, vocational training, improving the investment environment to attract large industrial - tourism projects.

If Tay Yen Tu is a bright spot in the East, in the West of the province, Phat Tich commune has included in the resolution the goal of becoming a civilized ward with strong Kinh Bac identity. The commune was established on the basis of merging 3 localities: Phat Tich (old), Canh Hung and Minh Dao - lands with a rich culture and history, where modern life blends with traditional values. In the commune, there is a key industrial park (Dai Dong - Hoan Son) promoting the development of industry and handicrafts.

In the near future, when the communes complete the goal of becoming wards, Bac Ninh will have a synchronous, modern urban system, effectively connecting the region, becoming the industrial - cultural - tourism - service center of the Capital region and the Northern economic triangle. That is also the path to make Bac Ninh become a centrally-governed city before 2030 - a civilized, dynamic city, rich in the cultural identity of the Kinh Bac region.
