
On the morning of December 22, the National Assembly Delegation of Nghe An province had a working session with the People's Committee of Dien Chau district according to the plan to supervise the implementation of Resolution No. 43, dated January 11, 2022 of the National Assembly on fiscal and monetary policies to support the socio -economic recovery and development program and the implementation of the National Assembly's Resolutions on a number of important national projects until the end of 2023. The working content of the monitoring delegation at Dien Chau District People's Committee is related to the implementation of compensation and resettlement support for the North-South Expressway Project, Eastern Region, phase 2017-2020.

According to the report of Dien Chau District People's Committee, the North-South Expressway Project, the section through Dien Chau District, has a total length of more than 26 km, passing through 12 communes. The total area of land clearance is nearly 260 hectares, with 2,509 households affected; of which 176 households must be relocated and resettled. Currently, the project's land clearance and resettlement work has been completed, and the site has been handed over to the construction unit.
Through the work, the monitoring delegation highly appreciated the determination, focus, and mobilization of the entire political system to participate in the work of site clearance and resettlement support from the district to the grassroots level.

During the implementation process, the district and the grassroots paid attention to listening to and resolving the suggestions and legitimate wishes of affected people to propose to the authorities to remove and resolve them; at the same time, resolving 28 petitions from the people, of which 14 were sent to the province.
The monitoring delegation also learned about some difficulties in the practical implementation of site clearance and resettlement support for the North-South Expressway Project, and recommended that all levels and sectors study and remove difficulties and create favorable conditions for implementing this work for future projects.

Reflecting to the monitoring delegation, the leader of Dien Chau district suggested that when implementing a national key project, the Central Ministries and branches need to coordinate with localities to ensure the design stage, especially when there are opposing opinions from localities, it is necessary to carefully evaluate, avoid arising problems related to people's lives, wasting State investment resources; because in reality, the North-South Expressway Project is currently facing a number of problems that have not been resolved.
In addition, Dien Chau district also proposed that the Central Government allow localities with many key projects to establish land fund development centers to carry out the tasks of site clearance, resettlement support, and ensure professional work. In fact, this work has long been carried out by staff of specialized departments.

Regarding the authority of the province, the locality proposed to study and apply policies to support training, career conversion and job search for people when the State reclaims land. At the same time, pay attention to directing and assigning specific tasks to the Electricity and Telecommunications sectors in coordinating to develop plans for site clearance and relocation of technical infrastructure...
Pay attention to solving problems and problems
Speaking at the meeting, in addition to appreciating the determination and responsibility of all levels and sectors of Dien Chau district, comrade Thai Thi An Chung - Member of the Provincial Party Executive Committee, Deputy Head of the Provincial National Assembly Delegation, Head of the monitoring delegation noted that the district should continue to pay attention to reviewing arising issues. Inadequacies related to production, people's lives, environment, irrigation, roads, etc. need to be reported to competent authorities for resolution and handling, avoiding the situation where it is very difficult to handle when the project is completed and finalized.

Along with that, the locality needs to continue to pay attention to vocational training, job creation, and stabilizing people's lives after land acquisition for production. Strengthening construction management and land management, ensuring that compensation and site clearance for future investment projects are smooth, limiting obstacles and difficulties.
