In the first 7 months of 2024, the socio -economic development targets of the district basically achieved the set progress. The economy continued to grow in all fields, ensuring rapid and sustainable development; social security and people's lives were constantly improved...
Along with the tasks of building the Party and a strong political system, the district strives for a total production value of more than 36,000 billion VND. Of which, the value of agricultural - forestry - fishery production is 1,390 billion VND; industry - construction is 23,803.2 billion VND (accounting for 66.1% of the economic structure); total social investment capital is 8,890 billion VND; service sector is 10,815 billion VND (accounting for 30.04% of the economic structure); average income per capita is 89.6 million VND; budget revenue and disbursement of construction investment capital reach 100% compared to the assigned estimate, of which domestic revenue is 131 billion VND; urbanization rate is 36.3%. The whole district has no poor households and reduces 50% of near-poor households according to the multidimensional poverty standards applied in the province in the period of 2023-2025; Complete the national target program on new rural construction, the district meets advanced new rural standards.
In the first 7 months of 2024, the district achieved outstanding results. The economy continued to grow in all 3 sectors, the production value of economic sectors reached more than 23,000 billion VND, equal to 63.9% of the plan, up 12.7% over the same period. Of which, the industry - construction sector reached nearly 14,800 billion VND, equal to 62.2% of the plan, equal to 107.2% over the same period; trade - services reached more than 7,400 billion VND, equal to 68.5% of the plan, equal to 109.6% over the same period; agriculture, forestry - fishery reached 816.3 billion VND, equal to 58.7% of the plan, equal to 105.2% over the same period last year.
In particular, tourism activities have improved, welcoming more than 115,300 visitors, revenue reached 149.9 billion VND, equal to 96.08% of the plan, up 45.4% over the same period. Import-export turnover reached more than 36.1 million USD, up 26.55% over the same period. Total budget revenue reached more than 205.7 billion VND, equal to 60% of the district's estimate, in which 9/9 revenue items were on schedule.
The district has attracted 3 foreign-invested enterprises to invest in the district, with a registered capital of 387.235 million USD. In July, the textile factory project of Black Peony Textile Company Limited in Hai Ha Seaport Industrial Park, with an investment capital of 71.4 million USD, was launched. The new rural construction program has had clear changes, in which the communes of Quang Minh and Cai Chien were recognized by the Provincial People's Committee as meeting advanced new rural standards. Currently, the whole district has 5 communes meeting advanced new rural standards, 2 communes meeting model new rural standards. The district is completing documents to recognize the district as meeting new rural standards in 2023. By the end of July 2024, the district has disbursed more than 98.9/457.6 billion VND of public investment capital, reaching 21.6% of the plan.
Along with the outstanding results in economic development, the district pays special attention to social security, poverty reduction, vocational training, job creation, child care and protection. Through screening, the district has 19/24 poor and near-poor households eligible to request support for new construction and house repair. The district has mobilized more than 1.3 billion VND to support the construction of 14 new houses, repair 5 houses for 19 poor and near-poor households; supported 84 million VND to build standard toilets for 12 households...
The district effectively implements the Education and Training Development Project; improves human resources to meet the needs of socio-economic development in 2024; accelerates the completion of items, works, and purchases educational equipment to serve the assessment, recognition, and re-recognition of schools meeting national standards and educational quality inspection; continues to effectively implement national health programs; maintains good implementation of medical examination and treatment, and implements solutions to improve and enhance the quality of medical examination and treatment for the people.
State management of planning, construction, urban, natural resources, environment and site clearance has been effectively implemented. The district focused on reviewing and proposing the Provincial People's Council to approve the list of land acquisition projects and works in the area; directing the overcoming of existing problems, limitations and shortcomings according to Conclusion No. 15/KL-TTr dated February 28, 2024 of the Provincial Inspectorate on compliance with legal policies for a number of licensed and permitted soil and sand mines for exploitation as common construction materials in the province.
The district continues to direct the implementation of environmental protection, natural resources and mineral management; regularly inspect, monitor and effectively prevent violations of the law on exploitation, transportation, establishment of wharves and construction material storage areas. The district coordinates with provincial departments and branches to conduct field inspections and hold meetings with the Appraisal Team to report on granting environmental licenses for projects implemented in the area, such as: Additional exploitation of Kaolin - Pyrophilite ore body IV in Quang Duc commune; exploitation of soil and rock as materials for leveling the hill area in Quang Hop village, Quang Thanh commune; and improving the transmission capacity of the 110kV Hai Ha - Tien Yen line.
To ensure sustainable economic growth, the district continues to focus on key tasks and solutions, including administrative reform, especially promoting the application of IT, digital transformation, building e-government; improving the district's Par Index, SIPAS, DGI, DDCI, DTI; improving the efficiency of receiving and returning results of administrative procedures at the District Public Administration Center and the modern reception and return department at the commune level; effectively providing online public services at levels 3 and 4, creating favorable conditions for people, businesses, and local socio-economic development.
