TPO – According to the plan, the 3 packages of the National Highway 7 upgrade project will be completed in 2023 and 2024 respectively. However, up to now, all 3 packages have not been able to reach the assigned schedule and are at risk of being "flooded" due to site clearance problems.
Nearly 2 years and still not finished clearing the land
Project Management Board 4 has just reported on the implementation of the project to upgrade National Highway 7, section Km0-Km36, and to handle landslides caused by storms and floods in the Khe Thoi - Nam Can section ( Nghe An province). Accordingly, up to now, this project has not been completed as planned.

Specifically, this project was approved by the Ministry of Transport (MOT) on March 18, 2022 and officially started construction in September 2022. The project has a total investment of over VND 1,300 billion with a total length of 27.5km passing through Dien Chau, Yen Thanh and Do Luong districts of Nghe An province.
The project is implemented to complete the traffic infrastructure of National Highway 7 according to the plan; strengthen connectivity, improve exploitation capacity, ensure smooth traffic on the transport corridor from Nam Can border gate (connecting with Laos) to the central coastal provinces; promote the effectiveness of previously invested routes; create conditions to support local socio -economic development, ensure regional defense and security.
The project is divided into 3 construction packages 01, 02 and 2. Of which, package 02 is expected to be completed in July 2023 to connect with the Nghi Son - Dien Chau expressway project. The remaining 2 packages are to be completed in 2024. However, by July 2024, all 3 construction packages have not yet reached the finish line. Of which, package 01 reached 72.6%, package 02 reached 69.5%, package 03 reached 79.1%.
There are many reasons why the packages have not been completed. However, the majority of the reason is that the project is still stuck with land clearance on the route. The land clearance is not handed over continuously, making construction difficult. According to the report, by mid-July 2024, the three districts of Yen Thanh, Do Luong, and Dien Chau had handed over 52.84km/55.4km of land clearance, reaching 95.37% of both left and right routes.

In Dien Chau district, the project passes through a length of 18.6km. Up to now, this district has handed over 17.3km and is still stuck with the site clearance of more than 1.2km.
On July 24, speaking with Tien Phong reporter , Mr. Le Manh Hien - Vice Chairman of Dien Chau District People's Committee, Nghe An - said that there are still 21 households in the district that have not agreed to the compensation plan and handed over the site to the construction unit. The households that have not agreed to the site clearance are located in Dien Thanh, Dien Phuc and Dien Cat communes.
According to the Vice Chairman of Dien Chau district, the reason why households have not yet handed over the land is because some households have problems with land procedures, some households request higher compensation, and some request compensation for land not included in the granted land cover.
“The district is implementing two plans. One is to prioritize propaganda and mobilization. Along with that, there is a plan to protect the construction. However, only cases that cannot be mobilized will be protected. In cases where mobilization is still possible, mobilization will continue,” said Mr. Le Manh Hien.
Develop a construction protection plan
Yen Thanh district has 27.7km of the project passing through. As of July, 26.6km has been handed over and there is still nearly 1.1km of land remaining with 58 households not accepting the compensation plan.

Mr. Nguyen Van Duong - Vice Chairman of Yen Thanh District People's Committee (Nghe An) said that 58 households affected by the project have not yet accepted the compensation plan for site clearance because they requested compensation for the land in the traffic corridor.
"The district has had to establish a Construction Security Implementation Committee and is asking for opinions from Nghe An Provincial Police to arrange construction security forces," said Vice Chairman of Yen Thanh District.
Do Luong district has more than 9km affected by the project, with more than 200m of land still stuck.

Faced with the above situation, the Ministry of Transport has extended the project to November 2024 for completion. However, the actual construction site is still in disarray. In particular, the railway overpass through Dien Phuc commune has not been able to build the western part of the railway due to land issues with a household.
According to the representative of Project Management Board 4 (Ministry of Transport), this unit has sent a report to the People's Committee of Nghe An province and proposed that the province direct functional agencies and localities to hand over the remaining sections of the project no later than July 2024. For households that obstruct, oppose, and are not eligible for compensation, it is recommended that districts organize construction protection no later than July 2024.
