In 2015, Dao Thi Sung (village 1, Lo Ku commune) and her husband moved out on their own. Their parents gave them a piece of land but they did not have enough money to build a house. Feeling sorry for the young couple who had no place to live, the elder brother and his wife let them stay in a small house that the family did not use. The house only had 1 room with enough space for a bed and a walkway.
Due to many years of use, the house has deteriorated and is severely damaged. During the rainy season, water leaks everywhere and during the dry season, it is extremely hot. The house becomes even more cramped with the addition of two children.
At the end of 2022, Ms. Sung's family received 44 million VND from the district from the National Target Program for Socio -Economic Development in Ethnic Minorities and Mountainous Areas. As if motivated, Ms. Sung borrowed more from relatives and saved up 150 million VND to build a house of nearly 100 square meters with a living room, 2 bedrooms and a spacious kitchen.
“For over a year, my family has no longer had to endure crowded conditions, wet rain, and hot sun. The family has 2.4 sao of rice fields and 5 sao of vegetable fields. I stay home to take care of the children and do the farming. My husband works as a factory worker in Ho Chi Minh City and sends money home every month. After paying off the debt, my husband and I will buy furniture and decorate the house more beautifully,” Ms. Sung said excitedly.

Similarly, at the end of 2023, with 44 million VND in support from the State, Ms. Dinh Thi Ngoc's family (Dak Giang II village, Dong commune) borrowed more to build a solid house, replacing the small, dilapidated house that had been lived in for more than 10 years.
In the house that still smells of new paint, Ms. Ngoc happily shared: “The family has 3 sao of banana trees, 2 cows, and 6 goats. Every day, the couple works hard, does odd jobs to earn extra income, but it is only enough to support the children's education, not to build a new house.
Fortunately, with financial support from the State and a loan of 40 million VND from the District Social Policy Bank Transaction Office, our family was able to build a spacious house. Now that we have a stable place to live, my husband and I encourage each other to work hard and develop the economy to have a better life.
In 2023, Dong commune has 4 households receiving funding support for housing construction (VND 44 million/household) from the National Target Program for Socio-Economic Development in Ethnic Minority and Mountainous Areas. Most of the households are in difficult circumstances and have not secured housing.
Mr. Nguyen Dang Chung, Chairman of Dong Commune People's Committee, said: "The support policy has helped people have stable housing and contributed to reducing the number of temporary houses in the commune to 15. At the same time, this support also helps the locality improve the quality of some criteria for building a new rural commune."

Mr. Trinh Xuan Thong - Chairman of the People's Committee of Kong Pla commune said: In 2023, the whole commune has 4 ethnic minority households supported with a total of 176 million VND from the capital source of the National Target Program on Socio-Economic Development of Ethnic Minorities and Mountainous Areas to build houses. The families have borrowed more capital to build solid houses.
“In 2024, the commune will continue to support funding for house construction for 2 households. The commune is completing the paperwork and is expected to start building houses for these 2 households in the first quarter of the second quarter. During the implementation process, the Commune People's Committee will coordinate with the Fatherland Front and mass organizations to mobilize the support of the community to support the construction of quality houses to meet the needs of the households,” said Mr. Thong.
According to Ms. Nguyen Thi Huyen - Head of the Ethnic Minority Department of Kbang district: In 2023, the district has 58 ethnic minority households supported by the Central and the province with 2.432 billion VND; people borrowed 2.32 billion VND from the Social Policy Bank to build solid houses. In 2024, the province allocated to the district support for 16 households to build houses (44 million VND/house). The district has allocated to the communes: Kong Long Khong, To Tung, Kong Pla, Dak Smar, Son Lang and Dong commune.
“Based on the allocated capital, the communes will deploy to the villages to review, evaluate, and prepare documents to send to the Ethnic Affairs Department for synthesis. The Department will coordinate with relevant agencies of the district to appraise the documents, submit to the District People's Committee for approval the list and house construction estimates of the communes. Localities will organize and implement with families to build housing projects according to the approved plan,” Ms. Huyen informed.
Speaking to reporters, Mr. Le Thanh Son - Vice Chairman of the District People's Committee - said: Mobilizing resources from the National Target Program for Socio-Economic Development in Ethnic Minority and Mountainous Areas has contributed to eliminating temporary and dilapidated houses in the area, helping many ethnic minority households have stable housing.
In the coming time, the District People's Committee will continue to direct communes and towns to coordinate with functional agencies to regularly grasp, review and update households living in temporary and dilapidated houses to determine the need to renovate and repair houses for people; organize inspections and supervise the implementation of financial support for building solid houses for households in accordance with procedures and regulations.
In addition, communes, towns, villages and hamlets need to actively propagate and mobilize people to proactively renovate and repair houses and grounds to be spacious and tidy in accordance with Decision No. 826/QD-UBND of the Provincial People's Committee on the set of criteria for villages and hamlets meeting new rural standards in the period 2021-2025.
