Gia Lai: Preparing for the new commune-level administrative unit to officially operate from July 1

(GLO)- On June 18, the Provincial People's Committee issued urgent Document No. 1774/UBND-NC on carrying out necessary preparations for the new commune-level administrative unit to officially operate from July 1, 2025.

Accordingly, the Provincial People's Committee requests departments, branches, public service units, and localities to proactively coordinate with departments, branches, units, and localities of Binh Dinh province in implementing the tasks in Official Dispatch No. 5275/UBND-NCVX dated June 17, 2025 of the Chairman of Binh Dinh Provincial People's Committee and other related tasks to ensure unity, synchronization, and create the best conditions for agencies and units to operate from July 1.

Heads of agencies, units and localities must increase their responsibility, direct and inspect the implementation of assigned tasks; must directly organize inspections, urge and take responsibility if there is a blockage or delay in implementation.

Strictly handle officials, civil servants, and public employees who are late, irresponsible, or who push work around, causing congestion or prolonging the resolution time. The handling must be done promptly, in accordance with current regulations, ensuring clarity, accuracy, and strictness; there must be no signs of covering up or avoiding responsibility associated with stopping/recommending competent authorities to stop considering and resolving related regimes and policies for individuals who do not complete their tasks.

The People's Committees of districts, towns and cities develop projects/plans to establish specialized departments under the People's Committees of new communes and wards and plans to arrange public service units. Along with that, draft resolutions: establish specialized departments under the People's Committees of new communes and wards; appoint members of the People's Committees of new communes and wards based on the personnel approved by competent authorities, and give policies to submit to the People's Councils of new communes and wards for consideration and decision at the first meeting of the People's Councils of new communes and wards.

At the same time, draft decisions: promulgate working regulations of the People's Committees of new communes and wards; stipulate tasks and powers of specialized agencies and other administrative organizations under the People's Committees of new communes and wards; establish public service units under the People's Committees of new communes and wards on the basis of receiving public service units transferred from the People's Committees at the district level; stipulate the organizational structure, tasks and powers of public service units under the People's Committees of new communes and wards; appoint leadership and management positions under the authority of the People's Committees of new communes and wards to submit to the Chairman of the People's Committees of new communes and wards for consideration and decision as soon as they officially come into operation.

Issue decisions on mobilizing and arranging civil servants and public employees of the current district-level People's Committee and commune-level People's Committee to the new commune and ward People's Committees based on the personnel plan approved by competent authorities (except for subjects under the decision-making authority of superior agencies).

Compile, inventory and implement handover and acceptance (files, documents, finances, assets, offices, projects, works, etc.) between the current district and commune People's Committees and the new commune People's Committees or new agencies; complete the arrangement of headquarters, offices and prepare other necessary conditions (desks, chairs, machinery, network lines, etc.) to serve the activities of the new commune and ward People's Committees. Districts, towns and cities must complete the above contents before June 25.

The Department of Home Affairs guides the People's Committees of districts, towns and cities to draft: working regulations of the People's Committees of new communes and wards; regulations on functions, tasks, powers and organizational structure of specialized agencies and other administrative organizations under the People's Committees of new communes and wards. To be completed by June 19.

In addition, guide and coordinate to stabilize the organizational structure, promptly resolve concerns of cadres, civil servants and public employees, especially cases of redundancy due to changes in the structure.

The Department of Finance, the Department of Construction, and the Department of Agriculture and Environment coordinate to inspect and supervise the handover and acceptance of financial matters, assets, offices, projects, works, etc. between the current district and commune People's Committees and the new commune People's Committees or new agencies.

The Department of Science and Technology urgently coordinates with the Department of Science and Technology of Binh Dinh province to create accounts and authorize officers, civil servants, and public employees to access and use the new document management and administration software system (if any); develop a training plan and guide officers, civil servants, and public employees to use the new document management and administration software system in appropriate forms.

At the same time, preside over and coordinate with agencies and localities to adjust digital signature certificate information in a timely manner to meet work requirements; integrate and convert specialized software systems to ensure smooth and synchronous operation. Complete the contents before June 25.

The Provincial People's Committee assigned the Department of Justice to review legal documents of the province, district and commune levels related to the merged administrative units to propose timely amendments, supplements, replacements or abolitions. Coordinate and guide the People's Committees at all levels to standardize the system of newly issued legal documents to ensure legality and consistency.

The Provincial Police Department directs the Commune-level Police Department to update and adjust information on citizens' residence in the National Population Database and the Residence Database according to the instructions of the Ministry of Public Security ; instructs and encourages people to carry out procedures for issuing, exchanging, and reissuing ID cards to ensure that the information on the card is consistent with the new administrative boundaries.

Regarding the trial operation of the 2-level local government model, Pleiku ward was selected to conduct the trial operation of the 2-level local government model for administrative procedure settlement and receiving and transferring outgoing and incoming documents on the Electronic Office System from June 25. The remaining communes and wards will conduct the trial operation from June 30.

The Provincial People's Committee Office proactively coordinates with the Binh Dinh Provincial People's Committee Office and related agencies, units and localities to smoothly implement the pilot operation scenario for handling administrative procedures according to the 2-level local government model in Pleiku ward. Based on the experience of the pilot operation in Pleiku ward, advise the Provincial People's Committee to deploy the pilot operation for the remaining 76 communes and wards.
